GST and its impact on the education sector

India's biggest tax reform, which is the introduction of GST was launched earlier, toady in the country at midnight.It was released by the Prime Minister Narendra Modi in the Parliament's historic Central Hall, in the presence of President Pranab Mukherjee.GST was introduced in the country with the simple aim of making the taxation process simpler by removing the concept of multiple taxes. Now, after its launch GST is all set to impact the education sector as well which is one of the important segment of the country.Since, major share of the economy is fulfilled by the education sector (primary, middle, secondary and higher) providing low cost and quality education is one of the main aims of the nation.According to the amendment, GST on coloring books, exercise books, notebooks, and crayons will be 12 percent. Whereas, the GST on stationary items like pens and school bags will be 18 percent. Talking about the services, some of the educational institutes and traditional courses will be exempted from GST. Coaching institutes for the competitive exam will face a major challenge as they will face the GST of 18 percent.Some of the services which will be exempted from GST under the GST Act will be: Services provided by the training providers under Deen Dayal Upadhayaya training coursesServices provided by the assessing bodies empanelled by Directorate General of Training Ministry of skill Development and EntrepreneurshipServices provided by the training activities related to arts or culture or sports by charitable organizations registered under the section 12AA of Income Act, 1961. Words of the education director "Education at all levels should be least burdened as it's already the most important considered section in our nation. For the past so many years, we have been witnessing the advent of schemes promoting literacy rate in various regions of our country. Thus, GST rate should be in line with the schemes promoting education for all," said Anita Choudhary, Vice Principal, DPS Raj Nagar Extension.

Sharp drop in cut-offs in DU's off campus colleges

In the second cut-off list released by the university, off-campus colleges under the DU saw a sharp drop in cut-off percentages. PGDAV college which had set the cut-off of 98% for the computer science in the first list saw a drop of 5% in the second list. Many other colleges like Aditi Mahavidyalaya, Bhagini Nivedita College, BR Ambedkar College, Motilal Nehru College and PGDAV college saw a minimum drop of 2% in the cut-offs for some courses and is some as high as 9%.Many of the sought after colleges under the DU closed the applications after their seats were filled with the first cut-off list-such as Hindu college and LSR college.One reason for such sharp drop in the cut-offs can be the fact that many off campus colleges are in the outskirts of Delhi and are not well connected to the metro which makes them less popular among the applicants.Aditi Mahavidyalaya is situated in Bawana and many courses there saw a drop in cut-off by 5-6%. For other less popular courses such as BA (Hons) Social work, the cut-off was reduced from 88% to 80 %. Similarly, in BA Hindi Journalism course the cut-off was drop from 80% to 75%.The trend was same for the science courses. Bhaskaracharya College of Applied Sciences in Dwarka witnessed an average drop of 3 percent.

Delhi assembly wants quota for Delhi graduates in teacher recruitment

On Friday, Delhi Assembly adopted a resolution which seeks 85 percent reservation for graduates of universities in Delhi, in the recruitment drive for the permanent or guest teachers in the schools. Deputy Chief Minister, Manish Sisodia said that for this purpose present recruitment rules need to be amended. He further told that the former L-G Najeeb Jung rejected the proposal of regularizing the 17,000 guest teachers. “Children cannot be without teachers for six to eight months, which is what it will take to change these rules. Guest teachers can start working immediately. We also have to adopt a system through which we can bring parity in marks of applicants from Delhi with those from other states.” The discussion on the issue had been initiated by AAP MLA Nitin Tyagi, who said candidates from Delhi have found themselves in a position of disadvantage. He also claimed that education standards in other states were not as good as in Delhi, “so we cannot afford to play with the future of Delhiʼs children”. The resolution was adopted upon which the assembly said that in all future recruitment drives for the teachers (permanent or guest) preference will be given to the candidates graduating from the University of Delhi.

Textbooks to be made available online for free by UP government

The text books of the UP government-run schools are being made available online by The State Council of Educational Research and Training (SCERT) on its official website, which is www.scertup.co.in. Students and teachers can download these e-books on their smartphones for free. Currently there are 105 textbooks are prescribed by the UP government schools out of which 25 are available in the e-book format. Not only this, but for the benefits of visually-impaired there is also a provision of the audio option where they can click on the audio button to listen to the text of the book. "We have started the process of going digital with our books. In government schools, students come from underprivileged families. As some of the telecom operators are giving data virtually free, we think those who have mobile phones will benefit from it," said Director of basic education, Sarvendra Vikram Bahadur Singh. He also said that the officials have been directed to go through the content of the textbooks and if they find anything wrong then the correction must be done at the earliest.In the state there are 1,13,247 primary schools, 45,590 upper primary schools, 4,94,940 teachers and 1.62 crore students and printing books for this large number of students often taken time. The printing work is however on but only some books will reach the students when schools open on July 1.Prof Rakesh Chandra of Lucknow University who has worked with government schools in the past said, "Often printing of such a large volume of books gets delayed. By the time the book reaches the students, a couple of months get wasted. As books will be available online, teachers will be able to take classes and teach students".

CBSE class 10 and 12 compartment date sheet released

The date sheet for the compartment exams of class 10 (Improvement of Performance) and class 12 (compartment exams) have been released by the CBSE on the official website of the CBSE which is cbse.nic.in.The first exam for class 10 (Improvement in performance) would be of Social Science. Date sheet for class 10 Important instructions for the candidates The answer sheets will be distributed to the candidates between 10 am and 10:15 am during which candidates will have to write their particulars on the Answer Book and the same will be checked and signed by the Asstt. Supdt. The questions papers will be distributed to the students between 10:15 - 10:30 am. During this time the students will read the question paper and will prepare the strategy for attempting the question paper.In commerce, candidates will have the option to offer either Elements of Bussiness or Elements of Book-keeping or Accountancy OR E- Type Writing-English OR E-Type Writing-HindiThe results for these exams will be declared by the 3rd week of the August 2017. Date sheet for class 12 The class 12 compartment exams will began from July 17 and the exam for all the subject papers will be held on the same day. Instructions for the candidates There will also be practical exams for the candidates who have failed in practical in a subject involving the practical.The practical exam will be held at the center of theory exam within the three days after the theory exam.The duration for the practical exam in the physical education and music will be at the discretion of the examiner.The results for the class 12 compartment exams are likely to be declared in the second week of August.

Denied from sitting in NEET council: Bihar board to pay 50 lakh to the students

According to the reports, the Bihar Combined Entrance Competitive Examination Board (BCECEB) has been asked to pay INR 50 lacs as compensation to the three NEET aspirants as it denied them from sitting in the NEET 2016 counseling session, which was held on October 7 2016, against the all India quota seats.More on the issue Manish Gaurav, who was one of the sufferers, brought the issue to every one's attention by filing the petition in the court.Anshul, the petitioner's counsel said "all the petitioners had appeared for the NEET UG 2016, conducted by the Central Board of Secondary Education, the result of which was published on August 16, 2016". Petitioners participated in the counseling session and on the basis of the merit lists were given admission in BDS courses.Statement from controller of examination of BCECEBAfter sometime, BCECEB released an official advertisement which said "following the Supreme Court's order of October 6, the counseling session for filling up of balance of 15 per cent all India quota seats remaining would be held on October 7 in the same year. Even after contacting the respondent officials, the petitioners were refused to sit for counseling without giving any valid reason".Officials further told that once petitioners has accepted a seat in the BDS course, they could not be allowed to participate in the counseling again.Justice Chakradhari Sharan Singh passed the order on the writ applications filed by the Manish Gaurav and others and ordered the BCECEB to pay a sum of INR 20 lacs to each- Manish Gaurav and Ashishree and INR 10 lac to Dipty Preyasi.Statement from Justice Singh"Pursuant to the Court's order, the BCECEB filed an affidavit, bringing on record a list of 16 candidates allotted MBBS course on the basis of counseling for remaining 15%seats of all India quota from which it appears that the petitioners were ranked higher than the candidates allotted MBBS seats.""The denial by the respondents, particularly, the BCECEB, of rights of petitioners, in my opinion, is, thus, in gross violation of fundamental rights guaranteed under Articles 14 and 15 of the Constitution of India. Since such breach cannot be remedied given the facts and circumstances of the case, the damage caused to them is enormous and will have to be compensated by issuing appropriate orders exercising power of judicial review under Article 226 of the Constitution of India and they have to be compensated," Singh added

Delhi Assembly: Reserve 85 percent seats in government funded colleges for Delhi Students

On Thursday, a resolution was passed in Delhi Assembly, which stated that 85 percent seats in the colleges funded by Delhi government, which are affiliated to Delhi University, be reserved exclusively for the Delhi students.ResolutionAs mentioned in the resolution, there were more than 2 lakh students who passed out from the schools in Delhi and many of them have to struggle to get admissions into the colleges which are affiliated by the Delhi University. "Delhi government, fully or partially, funds 28 of the 110 affiliated institutes. The money of tax payers from Delhi is being used to fund these colleges. The House hereby resolves that 85 per cent seats should be reserved for students from Delhi, in the colleges that are funded by the Delhi government," the resolution said. Another resolution was also passed in the assembly which requested the central government to amend the sub-section 2 of section 5 of the Delhi University Act, 1922, according to which other state universities are prohibited from having their own affiliated colleges.Sisodia, while moving the proposal said that his government was under the impression that for making the country capable, it is essential to provide good education to its people, which is why Delhi government spent one-fourth of the total budget on education.Good education has primary importance"We may talk big about nationalism but if we are not able to provide good education to the students then our patriotism will remain incomplete and our nationalism will be fake. We would like to open a university which is authorized to affiliate colleges which can be only done by amending sub-section two of section five of the Delhi University Act, 1922". Sisodia said.
