High court asked Delhi Government for the non-implementation of the order on the refund of excess fees

On Tuesday, the Delhi High Court asked the Delhi government the reasons for not implementing its direction and recommendations of the expert panel to ensure that all private schools return the excess fees charged by them.A bench comprised of Justices Siddharth Mridul and Mukta Gupta said "the high court had issued the direction for refund of excess fees in August 2011 but no reasons have been shown why steps have not been taken to implement this order". The bench also observed that the government has not given any reasons for not implementing the recommendations which were given by Justice Anil Dev Committee. "Therefore, it is incumbent upon us to ask the Principal Secretary, Education, Government of Delhi to file a status report on affidavit apprising this court of the steps taken by them in consonance with the directions of this court and the recommendations of the committee, before the next date of hearing (on May 30)," the bench said. The Panel earlier, had recommended refund of excess fees by more than 500 private schools in Delhi.The NGO, on whose plea the directions were issued by the High Court in 2011, told the bench that order of court were not followed and implemented by the government and that more than 500 schools are yet to return Rs. 350 crore of excess fees taken from students.

40 percent students failed in PSEB class 10 exam: CM calls for better education

After the release of the results of PSEB class 10, Punjab Chief Minister, Amarinder Singh asked the state education minister to map the path which can help the state in improving the standards of education. The class 10 board results were announced by the PSEB on May 22, which witnessed the inability of around 40 percent students to pass the examination who had appeared for the exam. 18 percent of the students failed in single exam and will appear for the compartment exams. Only 24 students from the government schools were able to make it to the merit list of the state which had appeared for the exam.“The Chief Minister spoke to Education Minister Aruna Chaudhary on Tuesday morning to express dismay over the shocking 15-point dip in students’ performance in the PSEB Class X exam,” said a spokesperson.He also told that CM was very disturbed with the falling education standards in the state.Commenting on the results CM said that this would hinder the growth of the students and they will be left behind in the race for the good job and career growth. This year, only two students are there in the top 10 from government schools.

MHRD plans to conduct national test for the school teachers

The Ministry of Human Resource and Development is planning to conduct a national level test for the teachers after which states can decide whether to employ them or not. “We are proposing a national test like Common Admission Test (CAT, which the IIMs employ) or SAT (Scholastic Aptitude Test) for evaluation of teachers. We will have a merit list and let the states decide whether they want to employ these teachers or not. They still have the choice to conduct their own exams. We will not force the evaluation on them,” said Anil Swarup, secretary, MHRD’s department of school education and literacy. CAT-like evaluation test will be a benchmark for the teachers but a lot of it still depends on the state governments of the respective states.Swarup also said that around 40 to 50 percent of the B.Ed. colleges may lose their affiliation in the coming months for not responding to the National Council for Teacher Education’s (NCTE’s) instructions to produce affidavits of their functioning.“The NCTE had asked for affidavits for details like how many teachers these colleges have and etc. Around 35 to 40 per cent have not even responded. This indicates that there is some problem. It is becoming clear that a large number of so-called B.Ed colleges are not doing the work that they are meant to do. We will come down heavily on people who are playing with education in this country,” Swarup said adding, “Do not be surprised if 40 to 50 per cent of B.Ed colleges lose their affiliation in coming three to four months.”

CBSE class 12 results may be delayed as High Court asked the CBSE to keep the marks moderation policy

CBSE, on Tuesday, was directed by the Delhi High Court to continue its policy of marks moderation to the students for the difficult marks. The decision to remove the marks moderation policy was challenged by a parent and lawyer who argued that this step will impact the results of the students significantly. The petitioners said that this will highly impact those students who are planning to study abroad after class 12. On Monday, the high court termed the move of scrapping marks moderation policy by the CBSE as 'unfair and irresponsible' decision and directed the board to continue the policy. Due to the directive from the High Court, the board is not likely to declare the result of class 12 any sooner as there will be a delay if the marks needed adjustments according to the marks moderation policy. The board has not released any official notification for the class 12 result declaration.Earlier, the results were expected to be released today however, after the court's directive, CBSE remain unavailable for the further comment. Meanwhile, the Delhi University has also extended the deadline date for undergraduate courses up to June 12.

Ministry for Human Resource and Development is concerned with the quality and standard of education in B.Ed. colleges and warned about regarding the same saying that 40 to 50 percent colleges can lose their affiliation in coming months.According to the Ministry’s Department of School Education and Literacy Secretary Anil Swarup, in nation around 40% of B.Ed. colleges have failed to respond to the National Council for Teacher Education's instructions to present affidavits on their functioning. “The NCTE is at it. We have all sorts of BEd colleges. Many are there just in name. So how do you somehow, anyhow, get into teaching? We are determined to correct it. Don’t be surprised if in the coming three to four months… 40 to 50 percent of BEd colleges lose their affiliation because when we ask for affidavits, 40 per cent have not filed these because it will lead to their criminal prosecution”. Anil Swarup was present at the 'Creating a robust school education system as the bedrock of new India' seminar.“The NCTE had asked for affidavits for details — how many teachers these colleges have, etc. Around 35 to 40 per cent have not even responded. So that indicates there is some problem. It is becoming clear that a large number of so-called BEd colleges are not doing the work that they are meant to do. So, we will come down heavily on people who are playing with education in this country” Swarup said. To increase the standard of education at the school level, a national assessment survey will also be conducted which will be based on the learning outcome proposed by the center. “We are also proposing a national test like Common Admission Test or SAT for evaluation of teachers. We will not force the evaluation on them,” he said.In order to check the absence of teacher from the duty, the government is planning to roll out biometric portable attendance system on experimental basis in Chhattisgarh from coming August.

Scrapping off moderation policy s irresponsibility: High Court

"Unfair and irresponsible" were the terms given by the Delhi High Court to the CBSE's decision of scrapping the marks moderation policy. Under the moderation policy, students were awarded with the grace marks for the difficult questions. The High Court also asked the CBSE why the marks moderation policy cannot be implemented from next year again. "The CBSE's decision, which would come into effect from this year, would have a drastic effect on the students," a bench of Acting Chief Justice Gita Mittal and Justice Pratibha M Singh said. The court asked CBSE to acknowledge on the same by tomorrow, when it will hear the PIL which says that the policy should not be done away with this year, as this would drastically affect the students who have applied for admission in abroad. The petition, filed by a parent and lawyer said that policy was changed by issuing a notification and that too after the exams were held and will leave a drastic impact on the students and their results. Senior advocate Balbir Singh, appearing for the petitioners, said "as a result of the change in policy, Class 12 students may not meet the cut-off of the Delhi University as there could be a decrease in marks by at least 15 per cent due to CBSE's decision".Another plea filed by advocates Rimali Batra and Ashish Verma says that the states like Kerala, Tamil Nadu, Andhra Pradesh and Chhattisgarh have decided to implement the change from next year and this way, students from these states would be better than those from Delhi and other states.It also said that the students from CBSE would end up scoring less than the state board exams.

Helpline launched for African students for getting admissions into DU

In order to enroll African students for the upcoming academic session 2017, an announcement about the special drive has been made by the Delhi University. So far, 300 applications have been received by the university from African students and the deadline for online registration for foreign students has been increased to May 31 from April 20. A varsity statement said, ''The University is in consultation with some ambassadors of various African countries and received a very enthusiastic response.'' "The ambassadors showed a positive inclination in instituting scholarships to help African students sail through to the varsity," the statement added. "We believe this outreach program is a first-of-its-kind from any university in India. The University of Delhi has diverse demography and we intend to further enrich it," the statement added.
