JNU students upset over the compulsory attendance

JNU students upset over the compulsory attendance

The new move of the JNU which has made the attendance compulsory for the students including the research scholars has provoked reactions from the students as well as teachers' community.A circular was issued on December 22, signed by Assistant Registrar (Evaluation) Sajjan Singh, states, "The Academic Council in its 144th Academic Council meeting held on December 1… has resolved to make attendance compulsory for all registered students… Attendance is mandatory from the winter semester 2018, for all students in all programs, including BA, MA, MPhil and PhD." Singh further told that minimum compulsory attendance is still has to be decided. “It is the decision of the AC, which I have just communicated to all departments and students,” he said. Another notice signed by Singh stated that “the vice-chancellor has constituted a committee of five members to frame the modalities/guidelines for the attendance system and its implementation”.After the decision, both JNUTA and JNUSU came out with a strong reaction against the decision. JNUTA president Ayesha Kidwai said " no such decision was passed in the December 1 AC meeting. The V-C made a proposal that he will form a committee to look into compulsory attendance. But no decision was taken. It is ridiculous. This is not the way we do things in JNU and we don’t think establishing a police culture is the way to ensure academic excellence." She further added that JNU is trying to replicate the model of IITs.JNUSU president Geeta Kumari said, “JNU’s academic excellence achieved till date has rested on the philosophy of freedom of debate and discussion, inclusion and equality. The move to impose compulsory attendance is highly absurd.” The ABVP too protested the move. “The system has been implemented without any comprehensive, inclusive, participative and academic debate as to how it is going to affect the evolution of a student as a conscientious citizen,” said ABVP leader Saurabh Sharma.

Gujarat law to regulate the fees of private schools is welcomed

Gujarat law to regulate the fees of private schools is welcomed

On Wednesday, Gujarat High Court upheld the law enacted by the previous Assembly, which allows the government to regulate the fees of the self-financed schools. The decision came as a great relief to the school children and their parents. The Gujarat Self-Financed Schools (Regulation of Fees) Act was introduced by the BJP government in March 2017 and was passed by the outgoing Assembly.  The Act prescribed a ceiling of Rs 15,000, Rs 25,000 and Rs 27,000 per year for primary, secondary and higher secondary schools respectively. The Division Bench of Chief Justice R Subhash Reddy and Justice Vipul M Pancholi said "the rules framed under the Act were “reasonable restrictions, within the meaning of the Article 19 (6) of the Constitution”, and ruled out the schools’ contention that the law was repugnant to the Right to Free and Compulsory Education Act of 2009." Schools on the other hand were given permission to the file representation to Fee Regulatory Committees (FRC) within a period of six weeks for modifications. “If such representations are filed, the competent authority (FRC) should consider such representations and pass appropriate orders within a period of six weeks thereafter. If the competent authority comes to the conclusion that exemption limit is required to be revised, it shall take necessary steps to issue necessary notification… and the same would be effective from the (next) academic year 2018-2019,” the court ordered.

Nursery Admissions: Struggle of EWS category begins

Nursery Admissions: Struggle of EWS category begins

Kamaal Hassan belongs to EWS category and lives in Nizamuddin Basti in south Delhi. He never had the privilege to go to school but wants a better future for his son. So, after learning about the nursery admissions under the EWS category, he went to the school with his son only to find the disappointment as the school told that the schedule for admissions under the EWS category has not been declared yet.Hasan wants his so get admitted under the 25% quota reserved by the government for the Economically Weaker Section/ Disadvantaged (EWS/DG) category. There are approx. 31,000 seats in 1700 schools for the nursery class under the EWS category. “I was told that nursery admissions will begin on Wednesday so I visited the schools. But the school authorities told me that admissions under the EWS quota will be conducted by the government online. Hearing this, I asked someone to go to a cyber cafe to fill my son’s form. I am not educated so I don’t understand anything,” said Hassan. Hasan was not the only one struggling; the same case was with Hemant Negi, who was trying to read the notice written in English at Amity International School. “I had no idea about this thing. I will now have to find someone in my locality who can help me fill the form online. Moreover, how will I get to know that the admission under this category has started?,” said Negi, who lives at Lado Sarai village.Social activists, who have been helping in the EWS admissions said that the different schedules for admissions for EWS and general category are causing lot of chaos. “Even last year, the process dragged on till February 15 (last date for application). Till date, not more than approximately 20,000 seats could be filled under EWS of the available 31,000. The question is, it has to be a computerised application and a draw. Then, if admissions for general category can start now, why can’t it be started simultaneously for the deprived sections also?” said Ekramul Haque, national convener, Mission Taaleem

Central government advised CBSE to not to inflate the marks of class 12 students

Center has appealed to CBSE to stop inflating the marks of class 12 students in the name of moderation to which 17 states have responded positively. Anil Swarup, school education secretary, wrote to heads of all state education boards and advised them to avoid the bunching of the marks. The moderation policy has led to unrealistic cut-offs at Delhi University for admissions. Sources said "education boards of Gujarat, Haryana, Himachal Pradesh, Kerala, Madhya Pradesh, Punjab, Uttarakhand, Andhra Pradesh, Rajasthan, Assam, Jammu and Kashmir, Jharkhand, Manipur, Mizoram, Nagaland, Telangana and Goa have replied in agreement to the Centre’s advice. They have either clarified that they don’t resort to inflation or are willing to reconsider their moderation policy in light of our letter". Uttar Pradesh, West Bengal, Bihar, Maharashtra, Tamil Nadu and Odisha are among the states which have not responded yet. This is the HRD ministry's second attempt to stop the CBSE from inflating the marks.

City's private schools' bank accounts to be audited by Delhi government

City's private schools' bank accounts to be audited by Delhi government

Delhi government is all set to audit the bank accounts of all the 1700 private schools in the city before they increase their fee citing the implementation of seventh pay commission. The decision came after the HC issued a stay on order of the Delhi government which had allowed the schools to increase their fee by 15%. Now, with the government auditing the accounts it is likely that there will be no fee hike for this academic session. Sources said "the decision was taken Tuesday in a meeting attended by CM Arvind Kejriwal, Education Minister Sisodia among others, after complaints by parents about schools “indiscriminately increasing fees". “This time, the accounts of all private schools will be audited. During our last audit, we had found that the schools were siphoning off funds to the parent trust and in the name of development fee, they were constructing school buildings. Whereas the rule says that the money collected can be used only for the functioning of the school, furniture and equipment. We had received complaints from various quarters, following which this decision was taken,” said Atishi Marlena, advisor to Sisodia.A CA under the supervision of DOE will audit all the accounts during the period of next three months.

Machine learning is far from replacing the humans in jobs: Study

Machine learning is far from replacing the humans in jobs: Study

According to the recent study, machine learning computer systems which get better with experience have the capacity to outperform the humans in several tasks but they are unlikely to replace them in all jobs. Researchers from prestigious universities have found 21 different criteria to evaluate if the given task is amenable to machine learning (ML).“Although the economic effects of ML are relatively limited today, and we are not facing the imminent ‘end of workʼ as is sometimes proclaimed, the implications for the economy and the workforce going forward are profound. The skills people choose to develop and the investments businesses make will determine who thrives and who falters once ML is ingrained in everyday life,” researcher argued. Can ML affect your profession? As of now, given the advancements in the ML it is really hard to predict how ML will affect a particular job because it tends to automate or semi-automate the task. Jobs in real life involve multiple tasks only some of which can be exposed to ML.Earlier this year, it was shown that ML program is better at detecting skin cancer in humans than dermatologists but it doesn't mean that ML will replace the dermatologists which are better at doing other jobs.“I think what's going to happen to dermatologists is they will become better dermatologists and will have more time to spend with patients. People whose jobs involve human-to-human interaction are going to be more valuable because they can't be automated,” said Tom Mitchell from Carnegie Mellon University.

93rd birthday of Atal Bihari Vajpayee and his 5 quotes on Education

93rd birthday of Atal Bihari Vajpayee and his 5 quotes on Education

The former PM of India, Atal Bihari Vajpayee, is celebrating his 93rd bday today. He is known not only for his statesmanship but also for his poetry. He was a supporter of education and has always believed that education will take India on the new and higher paths of development.Below are some of the highlights from his inaugural speech, which he delievered on December 28, 2002 on the occasion of Golden Jubilee Celebrations of the University Grants Commission.Education as a catalyst in India's development"I am convinced that education especially higher education is that endeavour which will catapult India into a higher orbit of development. It is that undertaking which will, in innumerable tangible and intangible ways, benefit all our other undertakings in diverse fields of development."Education and development are interconnected"The linkage between education and development is direct and simple. Higher education enhances human capital, which in turn makes higher growth possible; and universal education universalises the fruits of development."Education is beyond the material benefits"The importance of education and higher education transcends the material benefits it beings to individual and society. All too often, we tend to focus mostly on the economic benefits of education. That, of course is an important dimension, which must receive our paramount attention. However, the non-material benefit of learning to the learner himself, and to society as a whole, must not be lost sight of."Education and self-discovery"Education, in the truest self of the term, is a process of self-discovery. It is the art of self-sculpture. It trains the individual not so much in specific skills or in specific branch of knowledge, but in the flowering of his or her latent intellectual, artistic and humanist capacities."Education being accessible to all"I remember how difficult it was in my student days to gain access to college education; and how rarer still was the entry into universities. We have come a long way since Independence in democratizing college and university education, which has moved closer to rural populations and also to the Scheduled Castes, Scheduled Tribes and other marginalized sections of our society."

What is Six Sigma? How is It Work for Any Organization

What is Six Sigma? How is It Work for Any Organization

There are several scholars and writers who have explained six sigma in different ways. Some of them explained that six is as problem solving methodology, where it talks about an equation which is Y=f(x). Here in this equation Y is for the metric which needs to fixed, x is for the potential cause, due to what the outcome/output in the form of “Y” is coming out and f is here for function of x. So by this equation staticions tried to explain that instead of trying to fix the problem in form of “Y” superficially or temporarily we try to identify the potential causes due to what our metric of “Y”...

Madrassa teachers did not get their salaries for two years from Central government

Madrassa teachers did not get their salaries for two years from Central government

More than 50,000 teachers in Madrassas, including the states of UP, Uttarakhand, MP and Jharkhand have not received a component of their salaries which has forced many of them to quit their jobs. All these teachers of Madrassas are registered under the Centre's Scheme for Providing Quality Education in Madrassas (SPQEM).The scheme was introduced by the Union HRD ministry in 2008-09 to promote the quality education at the Madrassas and under the scheme the teachers in madrassas were entitled for the salaries to be paid by the government.Graduate teachers are paid INR 6000 per month and post graduate teachers are paid INR 12000 per month which constitutes 75% and 80% of their total salaries. The remainder of their salary is paid by the respective states.Teachers plan to protestPresident of Akhil Bharatiya Madrassa Adhunikikaran Shikshak Sangh (ABMASS) Muslim Raza Khan said, "Half of the 18,000 madrassas in India are in UP, with around 25,000 teachers. Across 16 states, teachers have not received the central government component of their salaries for the second year now. In some states, they haven't been paid for three years. We plan a protest in Lucknow on January 8." Confirming that salaries had not been paid, registrar of the UP Madrassa Board, Rahul Gupta said, "Rs 296.31 crore was not released by the Union ministry for 2016-17. In 2017-18 so far, the funds have not been released either." "The Union ministry has been giving states various reasons for this situation, from non-submission of utilisation certificate by the states to not having Unified District Information System for Education code for these institutions," said Halim Khan, former member, CGIAC.

School failure is a part of life not the end of life

School failure is a part of life not the end of life

On Saturday, the second failure conclave at DEHRADUN witnessed the presence of some of the eminent people who went to great heights in their life despite witnessing initial hiccups in their lives. The conclave witnessed the presence of featured poet and Padmashree awardee Liladhar Jagudi, retired professor of Physics from NAS College, Meerut, Yogesh Sharma and associate professor Pernell Gooch from University of Sweden. All these people had one thing in common that they all witnessed failure at one point in time during their school lives.Addressing the gathering, Leeladhar Jagudi said that failing is not the end of life and students must not feel bogged down by a failure. He shared he stories from his school in which he told how seldom he used to go to the school. “We would spend time bathing in river or catching fish. I ran away from home at the age of 13 and reached Rajasthan, where I got a part time job as a night watchman. I also enrolled myself in a school where I failed five to six times. But this did not sway me from my quest for knowledge,” said the Padmashree awardee, who is also a globe trotter. Yogesh Sharma said that he failed in Physics in the intermediate exam. “This did not dissuade me. I completed my doctorate in the same subject and went on to become a professor,” boasted Sharma. There are many students who are pursuing PhD in physics under his guidance. Pernell Gooch, said "she had to repeat class when she was in the sixth standard." She then went to Copenhagen to pursue the academics where she married a British Youth. From there they went to Sweden and lived on a farm where they milked the goats for living. It was then that Pernell decided to complete her PhD at the age of 40.The conclave is the brainchild of RLEK chairperson Avdhadh Kaushal. He said "society usually hails those who are achievers and ignore failures. But, that does not mean those fail to clear exams have low IQ or cannot become achievers in future. That's the message we want to give as lakhs of students prepare for the board exams."

Aambedkar University to be the new name of the Agra University

An amendment was passed by the UP legislative Assembly to the UP State Universities Act on Friday according to which Dr. Bhimrao Ambedkar University, Agra will be renamed as 'Aambedkar University'. The name of the university will be changed as it was noticed that the name of the Dr. Ambedkar, in Hindi, is signed as 'Aambedkar' on the Indian Constitution. Dr. Ambedkar had signed his name in Hindi as 'Aambedkar' on the page number 254 on the constitution. NTA to hold JEE Advanced exam: IITs turned down the proposal

NTA to hold JEE Advanced exam: IITs turned down the proposal

The government's proposal to allow NTA to hold the JEE Advanced exam was shot down by the IITs in cold blood. The formation of NTA was approved by the union cabinet and is the largest exam conducting body in the country.A meeting was held on December 15 in Chennai, where the directors of IITs decided to voice against the involvement of the NTA in JEE advanced.“Handing over the entrance test makes little sense as it would not lessen the burden of the IITs. The agency would have had to keep coming back to our faculty to set the question papers,” said the director of one of the seven older IITs, who did not wish to be identified. “Let's say, even if the NTA were to take over JEE (Advanced), IITs will not give up the prerogative to send at least one of its teachers to every exam center to review the choice of centers,” he added. Earlier, IITs had refuge to merge their test with the AIEEE.After the decision of the IITs it now remains to be seen whether Indian Institutes of Management will part with their Common Admission Test or CAT.In the first year, the agency will take over entrance tests currently being organized by Central Board of Secondary Education (CBSE), including UGC's National Eligibility Test (NET), Central Teacher Eligibility Test (CTET) and National Eligibility Cum Entrance Test (NEET).

DoE's teachers' appointment exam cancelled

DoE's teachers' appointment exam cancelled

The Delhi HC questioned the Directorate of Education's decision and asked the Delhi Subordinate Services Selection Board (DSSSB) to cancel the exam for the recruitment of more than 8900 teachers for the government schools in Delhi. The exam was conducted on the October 29 across various centers. However, there were reports of cheating and question paper was leaked on the Facebook. According to the reports, the exam papers were leaked on the day of examination. A petitioner filed a complaint stating that at 3:10 pm, during the written test, one solved question paper was uploaded on the Facebook page of Dilli Atithi Shikshak Sangh. A bench of justices Siddharth Mridul and Deepa Sharma further directed the DSSSB to conduct the exam again at the earliest so that the vacancies can be filled. The Delhi government's education department reacted on the court's directive and said 'if an advertisement is issued, as directed by the single judge, then the 14,000 guest teachers presently employed in its schools would be demoralized and it could affect the children.'The judge has asked the authorities to issue fresh advertisement calling for applications from eligible candidates by December 21 which shall be received latest by January 31.

Choice-based credit system to end in SPPU

Choice-based credit system to end in SPPU

Savitribai Phule Pune University's (SPPU) credit based system is about to undergo a major overhaul especially for the students who are enrolled in the science course.  According to the university, students in the university would now need fewer credits in order to earn the degrees.  For the same purpose, a five member committee headed by Dr Saroj Ghaskadbi, professor of molecular biology at the department of zoology has been appointed. N S Umrani, pro vice-chancellor of SPPU, said "the decision was taken at a recent meeting of the academic council. The meeting was about the University Grants Commission (UGC)'s latest directive to universities, asking them to compulsorily offer students five short courses, each of two credits." “The two-credit courses are for five subjects, which students have to take compulsorily, like human rights and cyber security. Now, in our Science faculty, students already have to earn 100 credits for their degree. If we add these five courses, then it means a student has to get 110 credits, which becomes too much for them. Even now, students get no time for learning or going into a subject in depth. This does not leave much time for teachers either. Students of social sciences or commerce have to earn 64 credits, so it may not be so problematic for them,” said Ghaskadbi. The academician added that when SPPU's existing credit based system is compared with the other leading universities such as Jawarharlal Nehru University, Banaras Hindu University or Delhi University, it is seen that criteria for credits at SPPU is far higher than other universities.“At most Universities, the maximum credits a student has to earn is around 80. It differs from one university to another, somewhere it is 72, somewhere it is 76, but nowhere is it more than 80. Hence, it was thought that we need to revise the existing system. Our committee has the task of studying the choice-based credit system (CBCS) in SPPU and other universities and suggest what changes can be brought in. Also, while we may have the CBCS in principle, in practice, students are unable to seamlessly take courses across different faculties. That's because we have 52 departments that work on their set timetables and it may not be possible to re-shuffle timings to suit all. So we will also be looking at ways to suggest reasonable changes in the timetable,” she added.Officials said that main task of the committee is to look for ways to bring down the total credits to be earned. “The committee has been asked to see how best we can create an ecosystem that makes it easier for students while also maintaining quality in instruction and evaluation. We are still gathering information on other universities,” said Umrani.
