UGC, AICTE to be replaced by HEERA as a single higher education regulator

HRD ministry recently proposed for the Higher Education Empowerment Regulation Agency (HEERA), which will replace the University Grants Commission (UGC) and All India Council of Technical Education (AICTE) and will serve as a single higher education regulator in the country.The main aim of this move is to remove overlaps in jurisdiction and to curb the irrelevant regulatory provisions. 'The University Grants Commission (UGC) and All India Council of Technical Education (AICTE) are soon going to be a thing of the past with the government planning to replace them with a single higher education regulator,' says the PTI report. The detailed blue print of the new organization is still being worked upon. "Both Niti Aayog and HRD Ministry officials are working on the plan. It was felt that multiple regulatory bodies led to excessive and restrictive regulation and hence contributed to lack of institutional autonomy," a source said to PTI.This is not first of a kind decision taken by the government in fact, the plan to form such single body for governing higher education has been under discussion at various points in time and various committees have favored the formation of such single body for regulating technical and non-technical institutes in the nation.
