Students protest and locked school for the new school building in MP

Students protest and locked school for the new school building in MP

Angry over the lack of proper building and infrastructure, the students of Madhya Pradesh government school locked the institute and started protesting demanding for a bigger school building and better infrastructure. This is the story of Naharpur Higher Secondary School located in Gaurihar block in MP.  The school has just four rooms despite its status shows 'upgraded' on official papers. From the last 30 years the school is running with just 4 rooms in it. "The school was initially up to Std. 8. It was upgraded as a high school (till Std. 10) in 1987 and later as a higher secondary (till Std. 12) in 2013. But it has just four rooms and all our requests for constructing a proper building has gone unheeded all these years" said local sarpanch Jairam Patel yesterday. "Miffed over the lack of a proper building and other necessary infrastructure, a group of students put a lock on the school's gate and launched an indefinite sit-in on Monday in front of the institute," Patel said.“The dharna will continue till our demands are met. “We submitted a memorandum through the sub-divisional magistrate to the collector five days back, but nothing happened. This forced students to launch the agitation,” he asserted. The state government has acknowledged that many schools in the Madhya Pradesh are running without proper building and infrastructure.“We admit there is a shortage of school buildings in the state. We have earmarked Rs 85 crore in the budget for developing infrastructure for such schools. I will soon look into the demands of agitating students at Naharpur,” Minister of State for School Education Deepak Joshi told PTI.“The students had been demanding a proper school building since the last 30 years, but nothing has happened. In just one room, students of three different classes study,” Shivam, a Class 10 student, said.“There is no proper drinking water facility, no adequate teaching staff and laboratory. Students from nine villages situated in the area are studying in the school,” the sarpanch said.Block education officers and other officials rushed to the school after getting the information that agitated students have locked the school and assured the students that administration will look into the demands of the students.

CBSE allowed schools to sell NCERT books and stationery inside school campuses

CBSE allowed schools to sell NCERT books and stationery inside school campuses

In a recent circular, CBSE allowed its affiliated schools to sell NCERT books and stationery items inside the school premises. It amended its own circular and allowed the schools to open tuck shops inside the premises. “Schools are allowed to place indent for purchase of NCERT books directly through its website for distribution among their students and for this purpose, a tuck shop may be opened inside the premises of the schools,” the CBSE said in a fresh circular. In an old circular the CBSE has said "The Board, time and again, has issued advisories to all its affiliated schools not to indulge in commercial activities by way of selling of textbooks, notebooks, stationary items, uniforms… The Board has taken serious view of the above violations. Hence, once again your attention is drawn that educational institutions are not commercial establishments and their sole purpose is to provide quality education. Therefore, the schools are directed to desist from the unhealthy practice of coercing parents to buy textbooks, notebooks, stationary, uniforms, shoes, schoolbags, etc. from within the premise or from selected vendors only".Many schools protested against the CBSE's move and said that children require quick access to textbooks and stationery items.

IIM-A to develop the matrimonial portal for the HIV positive people

IIM-A to develop the matrimonial portal for the HIV positive people

A team of researchers from Indian Institute of Technology Ahmedabad is working on developing an online marriage portal for the people living with HIV.The IIM-A team is being led by the faculty of Centre for Management of Health Services (CMHS). For the project, the IIM-A has collaborated with the Gujarat State Network of Positive People (GSNP+) which is currently maintaining the file of about 500 PLHIV people who are looking forward to get married. IIM-A will complete the development phase of the website soon and after that it will hand over the management and launch of the website to the GSNP+.“I wish the PLHIV marriage portal project success. It will have a positive impact on the lives of individuals living with HIV, as also on the communities within which they live. This project demonstrates the direct impact on society of some of the work being done at IIMA,” says Ashish Nanda, professor at IIMA.The current scope of the project is very small because of the small number of people registered. But institute is hoping that the project will gain pace once it is launched online.“Marriage bureau is one of the ways to contribute to the society for positive prevention through PLHIV as well as to encourage positive living. It will enable the PLHIV in enjoying life with a life partner, where they easily disclose, care for each other, act as support system,” said Daxa Patel, formal secretary of GSNP+.

Suggestions from Niti Aayog: Less regulations and more autonomy in education

Suggestions from Niti Aayog: Less regulations and more autonomy in education

Niti Aayog recently released its three year action agenda for education sector in which it has stressed on the providing more autonomy to educational institutes in order to have a successful high education sector in nation. To indicate the need of quality in the education sector Niti Aayog quoted an assessment of the 150,000 engineers done by the Aspiring Minds in 2016 in which only 18% of the engineers were found employable in a functional role in education sector, 41% in non- functional Business Process Outsourcing and only 4% in software engineering start-ups.Following are the five major actions which the Niti Aayog suggested to complete in the coming three year:World class universitiesNiti Aayog suggested to identify 20 universities (10 public and 10 private) which can be moved out of the regulatory system. "Creating world-class universities requires autonomous governance, focused funding, and oversight based on independent outcomes like world rankings. Instead, we should adopt the tiered funding model for public universities whereby the two best public universities are provided significantly higher funding (with commitment to deliver correspondingly large improvements in performance) than the remaining eight chosen public universities," it said. Autonomy to top colleges and universities"More established colleges should be brought under the autonomous colleges scheme to take them out of the centralized control of their university and provide greater flexibility in academic matters," it suggested about giving autonomy to top colleges and universities.Doing this will allow colleges to establish their brand name and will be able to compete more effectively for the good students and teachers.Changes in the regulatory systemThe report also said that the UGC's position as the regulator in every aspect of the higher education hold back the education system from responding to the changes of the fast evolving world."Various professional councils further complicate the regulatory environment in higher education," it added. The report suggested introducing a regulatory system which focuses on information disclosure and governance and not on the micro-management of the institutions.Research specific grants "A system of public funding for research in specific areas of public importance has driven much of the innovation in science and technology in other countries. A similar system should be set up in India with funding to specific scholars, thus, providing both maximum flexibility and accountability for results," it said. Focus on the vocational educationThe report also suggested establishing the norms and standards based on the skills which are closely related to the employment."We should also include vocational subjects in mainstream universities to allow for greater acceptance and utility for vocational learning. We can focus more in particular on those skills that are expected to be in high demand from the public sector in the coming years," the Niti Aayog report said.

Mumbai University result crisis: Portal inactive for the second day

Mumbai University result crisis: Portal inactive for the second day

Owning to various technical glitches and faults the result portal of the Mumbai university remained down for the second consecutive day on Tuesday. However, officials claimed that the portal worked fine throughout the day. The result portal of the university has been down since last Saturday when the university released the results of the Commerce stream leaving the students in anxiety. “The website was working for some time during the day but has been down again. The problem is yet to be identified but prima facie appears to be a server connectivity issue,” said an official from the university.Apart from this issue the assessment process has also gone slow at the university due to heavy rains in the city. As a result of heavy rains, only 145 teachers turn up for the assessment on Tuesday and only 5,847 papers were assessed. With around lakhs of papers yet to be assessed, the university is most likely to miss the 31st August deadline. In yet another problem, the results of the thousands of students were hold by the university due various reasons such as untraceable answer sheets and un-assessed answer sheets. “For those students whose results are on hold, there are more than one reasons for it. We are solving these cases individually on a case-to-case basis,” said an official, adding the reconciliation process was time- consuming. The university issued a notice in which it said that the withheld results will be declared within 10 days.

There is still hope for the 55000 students who failed the class X exams

Deputy Chief Minister and Education Minister Manish Sisodia said on Tuesday that more than 55,000 students of Delhi who failed the class X exams will be enrolled under the National Institute of Open Schooling (NIOS).He further said that Delhi government will set up these new centers for the purpose of teaching the students. He further said "There will be more centers for girls so they do not have to travel too far from home. There is no rule that a student who fails twice in Class X will not be given admission; most of them drop out. This is prevalent in both private and government schools". The government said that NIOS was selected for the move in order to reduce the drop-out rates of the children from the schools as the curriculum in NIOS is relatively easier than those in the private and government schools. The government also announced that they are going to expand their education loan scheme to the Delhi students which are currently studying outside the capital.“Delhi students who later enroll in colleges and universities outside Delhi will also be eligible for the loan guarantee scheme and can take loans up to Rs 10 lakh,” Sisodia said.

Murthy: Students must be encouraged to think independently

Murthy: Students must be encouraged to think independently

N R Narayana Murthy, Infosys co-founder, said that the schools and colleges in the nation must be free from government interference as this will help the students to think independently and to find scientific solution to the country's problems. “…children have to be encouraged and equipped to become contributors to solving huge problems that confront us every day. India probably has more problems facing its citizens than any other country in the world,” Murthy said while delivering the first Professor MGK Menon Memorial Lecture last evening. He further added that the huge population base of the nation also puts a big burden to provide children with the basic education and health care system.Citing the examples he said that in terms of health India is placed lower than most of the South Asian country and African states and ranked somewhere around 130 on Human Development Index among 193 nations.“I believe that we can find appropriate solutions to our problems if we educate our children and youth to think independently to find scientific and technological solutions to our problems,” he said.Murthy added "bureaucracy also needs to be much more responsive while schooling and college systems have to be made “totally autonomous".He also regretted the fact that at present there are no attempts made by the present education system to access whether the students have gained the skills and independent mindset to recognize the problems on pro-active basis and solve them.

GSHSEB's math supplementary exam: Only 11 students cleared the exam

Only 11 students out of the 670 students cleared the math test conducted by the Gujarat Secondary and Higher Secondary Education Board (GSHSEB).These students (670) were the one who scored nearly perfect marks in the math objective exam and zero or minimal in the subjective test of the math. Of the 11 passed students, six were able to pass the exam only after they were given 5 marks as grace.GSHSEB conducted a hearing over such variations in the marks in objective and subjective paper in which many students revealed that the answers to objective questions were dictated by the teachers. After listening to the students, GSHSEB asked the education department and respective district education officers (DEOs) in written to take action against the errant teachers. “There are nearly ten examination centers in Dahod, Mahisagar and Tapi (all tribal-dominated districts) where blatant malpractices have been reported,” said GSHSEB chairman A J Shah.It is the second consecutive year in which such a huge difference in the marks in subjective and objective exams have been reported due to the malpractices in the exams.“In the previous year, 79 teachers were identified. Eventually, nothing happened since the board can only seek action and not act being a toothless body,” shared a board member.

More than 150 schools in Delhi are refunding excess fees

Few weeks ago, in order to protect the interest of the children and their parents Delhi government issued a show cause notice to 449 schools in Delhi and gave them two weeks to refund the extra fees they have charged. As a result of this many schools issued public notices in the newspapers in which they asked the parents to come and take the refund. "These schools have been sent notices in the past, yet they are not complying. We have two options as per rules. Either take over the school or de-recognize them. The second option will leave hundreds of students without a school so the government has decided to take them over," said Atishi Marlena, adviser to education minister Manish Sisodia in a recent HT report. Some of the city's top private schools were also included in the 449 schools. As of now 150 schools have refunded INR 300 crore to the parents, Marlena said. According to the report published in Outlook, many other schools such as Sardar Patel Vidhyalaya in Lodhi Estate, Oxford Public School in Nehru Nagar, Heera Public School in Gurgaon and Smt Misri Devi Gyan Niketan School in Deenpur have also issued public notices and have asked the parents to collect the refund latest by September 5. Around 70 other schools have submitted the excess fee in the Delhi High Court.According to the reports from TOI, few big schools such as DPS Mathura Road and Springdales Pusa Road approached the court separately in a matter related to fee refund and are waiting for the decision before they make the payments."There is a PIL that we have filed in court and are waiting for a decision. We have the amount ready with us. The hearing is next month, and action will be taken on the direction of the court," said Principal Manohar Lal in a recent TOI report."Some of them are doing good work. But if they don't implement the recommendations of the panel's report then we will take them over as a last resort," said Chief Minister Arvind Kejriwal Kejriwal.

IIT not in favor of Joint Counseling with IISER; Continue to resist the idea

IIT not in favor of Joint Counseling with IISER; Continue to resist the idea

The Indian Institutes of Technology (IITs) are against the proposal which suggests that the seven Indian Institutes of Science Education and Research (IISERs) join the counseling process of the JEE Advanced. In a meeting held on August 20 by the Joint Admission Board (JAB), the matter was considered again in great details.According to the sources, in the meeting, the decision remains inconclusive but most of the IITs are not convinced about sharing the counseling platform with the IISERs. Currently, the counseling process is shared by both IITs and NITs for admissions into the B.Tech courses but the students in the IITs are admitted based on their rakings in the JEE advanced exam while in the NITs the ranking in the JEE main exam is considered. According to the IITs, the counseling process based on the JEE advanced exam exist only to cater the admission needs of the IITs and if any other institute wants to joing the process the idea must be put before the Senate of IITs.The Senate is an apex decision making body in every IIT and is responsible for maintaining the standards related to examinations, infrastructure and education.“They want the IISERs to participate in the counseling process through JEE (Main). There is a feeling that permitting IISERs to admit students along with the IITs could dilute the JEE (Advanced) brand and, maybe, a few candidates might opt for an IISER over, say, one of the newer IITs,” said a source in the government who did not wish to be identified. With HRD ministry pushing the IITs to accept the proposal, JAB has decided to form a committee with the representatives from both IITs and IISERs to work out a possible solution, if any.

HRD Ministry to train 11 lakh teachers

HRD Ministry to train 11 lakh teachers

HRD ministry is all set to start a biggest education program for the teachers of the nation on the coming Gandhi Jayanti under which it has planned to train around 11.09 lakh untrained teachers by March 2019.On the other auspicious occasion of teachers' day, the ministry is planning to kickstart its project of educating 2000 students of the Kendriya Vidyalayas using the tablets. These tablets will be used to teach students subjects like Science and Math.HRD minister, Prakash javadekar told TOI that teachers' education is an important for the development of the nation and currently there are more than 11 lakh untrained teachers, which are teaching in schools. Out of these 11 lakh teachers, six lakh are in government schools and remaining five lakh are in private schools.Under the rules of the RTE act, earlier, these teachers were supposed to complete their diploma in the elementary education by 2015. Javadekar said, "We have extended the time up to 2019 as untrained teachers are an injustice to students. So, for the first time, we are going to train them through Swayam and Swayam Prabha, not through DEd or BEd colleges. We expect more than eight to nine lakh teachers to register, but the actual figure will be available on September 15". He further added that there will be no more extensions for this and this is the last chance for the teachers to train themselves or they will lose their jobs ."We will start the courses on October 2 and will continue them till June 2018. Next year, it starts in July and it will go on till March 19, 2019. The program includes 1,080 lectures and nine courses in 10 languages. Apart from online training there will also be a total of 24 face-to-face workshops during school holidays. For the first time, we are having this kind of technology-enabled teacher training for lakhs of teachers".

NEET 2017: Supreme Court issued stay order on issuing 5 marks in the NEET exam

The Supreme Court stayed the order passed by the Allahabad High Court which directed the CBSE to issue 5 marks to all the candidates of the National Eligibility and Entrance Test (NEET) 2017 and revise the merit list due to wrong question.Allahabad High Court passed the order on August 10 after a petitioner appealed the court requesting that the authorities grant 5 extra marks to the students. NEET candidate Saumitra Ginodia found that she was awarded 4 marks in a question instead of five before finding that there was a mistake in the question. Upon listening to the petition, the Court ordered the board to grant marks to all the similar candidates and revise the entire merit list for the NEET 2017 exam.In this regard CBSE filed a special leave application before the Supreme Court which then issued stay order on the Allahabad High Court orders and asked the high court not to entertain any petitions in this regard.

District inspector of schools asked private schools of Noida to justify their fee hike

District inspector of schools asked private schools of Noida to justify their fee hike

PK Upadhyay, the Greater Noida's District Inspector of Schools, asked the private schools in the area to justify their fee hikes by giving satisfactory explanation to the parents and said that any fee hike must be felicitated by the facilities in the schools. “If the schools do not do so, the district administration will take action on complaints by parents. Private schools are under the wrong impression that the district administration has no jurisdiction on them as they are self- financed institutions,” he said. He also said that the schools must dispel the disbelief that they are not under the jurisdiction. He also made it clear that these institutes require NOC (No Objection Certificate) from the state government.“Further private schools managements generally say majority of parents have paid the hiked fee. This does not justify the increase. Complaints by even few parents are enough to order an inquiry. The district administration can seek their balance sheet and investigate,” said Upadhyay. Some parent visited the office of the DIOS last week and alleged that schools are hiking their fees without any proper explanation and justification upon which Upadhyay assured that proper actions will be taken to check if the increased fee is in permissible norms.

State norms should be applicable to the CBSE school fees: Chairman

State norms should be applicable to the CBSE school fees: Chairman

CBSE chairman, R K Chaturvedi said that CBSE affiliated schools should charge the fees according to the norms fixed by the state government.“Our affiliation by-laws say the fee should be commensurate with infrastructure and facilities offered by the school. The quantum of fee should be on par with the (respective) state government's norms,” Chaturvedi said. Chaturvedi's statement comes at a time when CBSE have moved to the Gujarat High Court against the decision that state governments will regulate the fees charged by the private schools including the school which are affiliated to the CBSE. All these schools' fee will be regulated by the Gujarat Self-Financed Schools (Regulation of Fees) Act, 2017.“(Information about) Fee should be put in the public domain….logical explanation should be given as to on what basis the fee is charged,” he said.CBSE is also thinking about giving accreditation to the schools affiliated to it, he said.“We are discussing norms for accreditation. It will decide where the school stands in terms of quality, through a third-party evaluation. It will be then easy for parents to decide how one school is better than the other,” he said.“Results, quality of education, parents' and teachers' satisfaction, retention of teachers, index of happiness, infrastructure, fee, sports, all these parameters will form the basis to evaluate schools. We will begin the process from this academic year and implement it by next year,” he said.Chaturvedi was in the state to meet the representatives of the CBSE schools from the states of Gujarat, Rajasthan, Madhya Pradesh and Maharashtra to discuss about the board's decision to do away with the school exams in class X and introducing "applied entrepreneurship" as a vocational subject in classes XI-XII.

The guidelines of the UGC states that teacher being recruited for the subject must be from the same stream.According to the union in only 23 colleges of the university, there are teachers who have an MSc, MPhil or a PhD in environmental science/studies.“Recently, a DU college held an interview for a teacher for environmental studies. Of the three candidates called, two of them were PhD in the subject. But the college declared that none of them were found suitable. This is happening after almost 23 years since the subject was started in DU,” said Sanjay Marale, the president of All India Environment Science Student Union.“This is going to hamper the future of students (who have taken up the subject). It is high time the university does a course correction. Despite having a department for environment studies, this is the situation in DU,” said Yashpal Singh Narwaria, a PhD in environmental science.

Teachers are being trained to identify behavioral pattern among the students

Teachers are being trained to identify behavioral pattern among the students

After several incidents of sexual abuse of the children, schools are now becoming more cautious of the fact and are becoming more proactive in dealing with such situations.Several schools are not only teaching the students about the good touch and bad touch but are also training their teachers to identify the behavioral pattern among the students.“Awareness among younger children between Classes I and III is more important as these children are not able to tell the difference between affectionate petting and inappropriate touch,” said Kalpana Dwivedi, principal of St Josephʼs School, Panvel. The schools are conducting annual sessions on 'good touch and bad touch' for students in preprimary and primary classes. A non-profit organization, The Early Childhood Association (ECA), is working towards protecting the rights of the children and has also issued advisories to the schools across the country teaching schools about how to create awareness among the children, parents and teachers. “The ECA has also chalked out protocols for schools to follow in case of complaints of child sexual abuse,” said Swati Popat Vats, who is the president of the ECA and heads the Podar Education Network.“Schools associated with the ECA regularly organize sensitization workshops for children, teachers as well as parents,” she said. The ECA advises about not leaving the children alone with the male staff members and ask them to make sure that female staff members are always around. It also insists on installing CCTVs and to check the footage on regular basis.

Mumbai University Result Crisis: Activists to launch campaign against the university

Mumbai University Result Crisis: Activists to launch campaign against the university

Against the delay in declaring the results, activists Anjali Damania and Anil Galgali have decided to launch a campaign against the Mumbai University and are demanding the judicial enquiry into the matter.“We hope that the Bombay High Court constitutes an inquiry into the whole matter and penalizes the people responsible for jeopardizing the future of lakhs of students,” said Damania. “The delay in the results is a failure on part of the minister of education Vinod Tawde as well as Vice-Chancellor Sanjay Deshmukh. Both should be penalized for their serious lapses amounting to the loss of a precious year of the students,” said Damania. As an alumna of the university, she is now working on bringing all the prominent alumni members of the university together and starting a campaign for streamlining the problems of the university. As part of the campaign, activists will file multiple pleas under RTI in order to get the information on the process of appointment of third party agency, on-screen assessment, as well as on the entire assessment process of the university.“People responsible for the mess cannot get away without any penalties if they have not done due diligence on the evaluation process and the preparedness of the university for the change,” said Damania.

National Education Policy: High Court seeks reply from private schools

National Education Policy: High Court seeks reply from private schools

The Delhi High Court has asked the center to reply on a plea alleging the non-representation of thousands of educational and charitable societies running unaided schools in a committee on National Education Policy (NEP).The committee is headed by a noted scientist K Kasturirangan. Ministry of Human Resource Development is given a final chance to file their reply against the plea filed by the Independent Schools Federation of India. In the plea they alleged "complete avoidance of private schools imparting elementary education in the newly constituted Committee". In the plea, the federation said that the government could not ignore the major stakeholders in the field of education because they are the final decision taking authority in the committee.“There is no representative of private schools when private educational societies are taking care of about one- third of students enrolled (8.9 crore) but are least consulted in matters of national educational policy,” the petition said.“Issue any appropriate order or direction commanding the Ministry of Human Resource Development to give proportional representation to all stakeholders like state governments, state, Central Boards and association of private educational charitable societies in the Committee so constituted under the Chairmanship of K Kasturirangan for framing national policy of education,” the plea said. The court will hear the matter on October 27.
