HRD Ministry to hold the assessment of country wide learning outcomes on November 13

The union government is all set to conduct its first assessment on the learning outcomes. The scope of the assessment will be country wide and will be done on November 13.In the assessment, students from classes III, V and VIII of more than 35000 government schools will participate.This will be the world's largest sample survey on learning outcomes as mentioned by the HRD minister Prakash Javadekar.Assessing the learning outcomes will help the teachers in better understanding the learning level of the students in their respective classes. Earlier, this year, Union government also amended the Rule 23(2) under the Right to Education (RTE) Act, which made it compulsory for all the state governments to code expected level of learning among the students in class I to VIII under different subjects. Learning indicators for eight subjects namely, English, Hindi, Urdu, Mathematics, EVS (Environmental Science), Science and Social Sciences have been drafted by the NCERT and states can use these as a base to finalize their own indicators.The test on November 13 is being conducted to check the learning levels of the students based on the indicators.NCERT tweaked the NAS (National Achievement Survey), which now will test the competency of a student instead of his/her knowledge of the school curriculum.“NAS will now produce district-wise comparison within each state as opposed to the state-to-state comparison that it is doing since 2001. The learning outcome test will be administered in 19 languages and the government will propose short, mid-term and long-term interventions including policy changes to the state governments based on the results of this assessment,” NCERT chairman Hrushikesh Senapaty told The Indian Express.
