Government's plan to introduce single higher education body hits roadblock



The government's plan to introduce a single regulator body for the higher education in the nation by replacing the UGC and AICTE seems to have hit a roadblock as HRD ministry has put the idea on hold for a time being. The government had planned to introduce Higher Education Empowerment Regulation Agency or HEERA so that the overlaps in the jurisdiction of UGC and AICTE and irregular regulatory provisions can be removed. Earlier, HRD ministry and Niti Ayog were working jointly to bring the technical and non-technical education institutions under one umbrella but, now progress on the same seems to have halt.The issue regarding the 'HEERA' was raised last week in Parliament when Minister of State for HRD Upendra Kushwaha said " no proposal has been considered at present in this regard".“No such proposal is under consideration at present, tomerge the University Grants Commission (UGC) and the All India Council for Technical Education (AICTE) into a single higher education regulator,” Kushwaha had informed the Rajya Sabha.HRD officials did not respond when asked about the latest developments on 'HEERA'.Earlier, the officials from the HRD ministry had claimed that they are working on the legislation and detailed blueprint of the proposed new regulator.They had also said "It was felt that multiple regulatory bodies led to excessive and restrictive regulation and hence contributed to the lack of institutional autonomy".
