Bill introduced in LoK Sabha to scrap the no-detention policy

A bill to scrap the no-detention policy in school till class 8 was introduced in Lok Sabha on Friday. It was introduced under Right to Education (RTE) Act.The bill was approved and cleared by the cabinet on August 3. The bill allows the provision which enable the states to detain the students in class 5 and class 8 if, they fail to clear their year-end exam.  However, the detained students will be given one more chance to clear their year-end exams before they are detained. Under the current provisions of the RTE Act, students are promoted to next class till class 8 automatically. This provision was enacted on April 1, 2010 under RTE and was one of the main components of RTE Act. But, the provision has negative effects on the learning levels of the children and states and UTs have been raising their voice to call off the policy.The statement of object in the bill mentioned that "in order to improve learning outcomes in the elementary classes, and after wide deliberations with all the stake holders, it is proposed to substitute section 16. This section deals with prohibition of holding back and expulsion of students".The proposals has been passed to empower the appropriate governments to take their individual decision on whether to detain the students in class 5 and 8 or not to hold them back till they complete their elementary education.
