A confidential committee to review the exam department of the Pune University



Vice-chancellor of Savitribai Phule Pune University (SPPU) said that he has appointed a committee which will look into the matters of complaints from the students.From sometime the students of the university are complaining repeatedly about the exam department of the University. The complaints being the difficulty in accessing the photocopies of the answer sheets, delay in the results and on several occasions some students have been marked as absent despite being present in the exam.Any details about the committee have been kept silent by the University.In a most recent incident the 147 students of the Ayojan School of Architecture and Design were marked as absent in the exam. In a similar incident, 11 students of the MIT engineering college were marked as absent in the exam of Mobile computing despite having appeared for both written and oral exams.University officials said that for now the errors have been rectified by the college and students have been awarded the marks but this is a serious mistake. “Sometimes, the lapse is… on behalf of college authorities… in this case, I was told that the college sent incomplete details… the roll no. of students were mentioned but other details were missing. So, it is not only a lapse on behalf of the varsityʼs department. However, I always give priority to students' issues as they should not suffer on any account. I have given instructions to first correct the results, which I believe has been done. As far as the lapses are concerned, the committee will inquire into these complaints and incidents. We need to verify if the lapses are occurring at the University's department level or at the college level… wherever the gap is, we need to fix it,” he said. Other complaints include leaking of question papers of various engineering streams through the social media channel.

Admission of 95 students in the PG courses cancelled by the MCI



The admission of 95 students in the PG courses has been cancelled by the Medical Council of India as they were admitted into the private colleges by violating the rules and regulations. In a press release last night she said "MCI had issued directions to the seven private medical colleges and deemed universities to discharge the 95 students admitted to PG courses otherwise through a common counseling by the CENTAC, an official panel constituted by Puducherry government for counseling of students for professional courses". Lt Governor hailed the step taken by the MCI and called it a break through.The authority has acted tough by acting on the unfair admissions."We have received a letter from the MCI on the cancellation of irregular admission," she added.Bedi further said that the students who were given the provisional allotments by CENTAC in the PG stream were refused admissions in the colleges.After the incident, the students met Kiran Bedi and submitted their complaints in written and oral and told that they were denied of the admission even after they submitted the fee as fixed by the committee of the college.The Director of Health and Family Services in Puducherry was also asked to furnish the lists of the students admitted in each of the seven colleges.The students who were not admitted through the CENTAC counseling have been asked to be discharge from the college by the respective colleges and colleges have been asked to send a compliance report in two weeks.

Madras High Court issued an interim stay on the CBSE circular



Madras High court recently issued an interim stay on the CBSE circular which has made it mandatory for the schools to use only NCERT textbooks. The move also came as a huge relief to the private book publishers. Passing the order, Justice N Kirubakran said, "In the middle of the academic year, the CBSE cannot issue a circular prohibiting usage of private publishers' books." This move by the CBSE did not receive any warm welcome neither from parents nor form schools because of the acute shortage of the NCERT textbooks in the market.The judge asked the board to find out about the books which parents and children must not purchase from the private publishers and after that direct the schools to guide the parents and children in the same direction. "First of all, CBSE has to be blamed for allowing the schools to buy private publishers' books, without even verifying the quality, voluminosity and other contents of the books. Moreover, when the 2014 circular itself enables the CBSE schools to purchase books both from NCERT and private publishers, the present impugned order, without giving details, cannot be passed. In view of that there shall be an order of interim stay as prayed for,' the judge further added. The order was passed by the judge on a petition filed by the association of managements of 287 private schools, which follows the curriculum of CBSE.

Research will no longer be the criteria for promoting the teachers in colleges said, Human Resource Development (HRD) Minister Prakash Javadekar on Saturday.He said that Academic Performance Index, which makes research a mandatory criterion for the promotion of the college teachers' is under research and after the revision, teachers will mainly be assessed on the basis of their teaching and their engagement in the community work. However, for the teachers who teach the students at PG level or above, research will be the main criteria for the promotion. “By making research compulsory for promotions for college teachers, research stopped completely. We realise that college and university teachers fall in completely different categories. There are different expectations from those who teach postgraduate students and those who teach undergraduate students. College teachersʼ main duty should be to teach well,” Javadekar said at the two-day National Conference on Higher Education Perspective in India. The conference was organized by the DDU College and Akhil Bharatiya Shaikshik Mahasangh — a right-wing organization jointly.As Javadekar was addressing the college teachers he said "We wonʼt burden you with the responsibility of research, weʼll make it optional".

CAT 2017 notification to be released soon by IIM-Lucknow



Indian Institute of Management (Lucknow) will soon release the official notification for the Common Admission Test (CAT) 2017.Once released, students can check the official notification on the official website of the Lucknow, which is iiml.ac.in.This year after a very long period of time, the exam will be conducted by the IIM-L and the rumors say that it will be held in November 2017.It is also speculated that the institute will introduce some new changes in the exam.Professor Neeraj Dwivedi will act as the convener for this year's CAT exam and he is the Admission Chair of the IIM Lucknow PGP. CAT is a national level management aptitude level test which is held every year and is used as a base for admitting the students in IIMs for the two year post graduate diploma (PGDM) programs referred to as MBA. The admission is given to the candidates on the basis of the marks obtained by them in written test, group discussion and interviews.IIMs also offer fellow programs and doctoral programs in Management course and there is a program called Executive post graduate for the working professionals.

Guidelines to prevent the suicide in junior colleges issued by the BIE of Andhra Pradesh



In an attempt to prevent the cases of suicide in the Junior College, a list of guidelines have been issued by the Board of Intermediate Education (BIE). The recommendations in the report are based on the 2 member committee and the recommendations have been released by the Board officially.The recommendations cover the sensitive subject matters like: Teacher-student relationParents-student relation They are also focusing on enhancing the other aspects of the teaching environment in junior colleges. For starters, the board has decided not to publically display the marks of the students on the notice board. These junior colleges impart degrees to the students which is considered equivalent to the Higher Secondary Certificate (HSC). This attempt is similar to the Tamil Nadu, which decided not to publish the list of topper's in the board exam.Another measure taken by the AIB is to stop the shuffling of the students into various sections based on their marks. The board has also made the interaction of the teachers-parents compulsory, every six months.Other developmental recommendations have also been issued by the AIB for the overall healthy development of the students in the junior colleges.

The Maharashtra government will soon approach the HRD Minister Prakash Javadekar to discuss the ways in which the bags of the school children can be lighten. School Education Minister Vinod Tawde, replying to a debate in Legislative Council said "the state government had already ensured that schoolbags carried by students of state board (SSC) schools are not heavy". In 94 percent of the schools, school bags carried by the children are now lighter than before, he said. In this regard, a Government resolution was also passed by the government two years ago but the situation in the schools affiliated to CBSE and ICSE did not change as these schools are not under the jurisdiction of the state. To solve the problem of heavy bags in CBSE and ISCE schools, the state government will meet with the HRD Minister next month.The issue was raised by the Congress' Sanjay Dutt, who said that according to the doctors, carrying such heavy bags can lead to life long medical problems in young students.He further said "the state government should direct the CBSE and other central board schools to take steps to reduce the weight of school bags as their students too are from the state".

The Indian Institutes of Management Bill, 2017 was passed successfully in Lok Sabha, which provides autonomy to the premium management institutes of the country. The bill severely restricts the role of the government in the functioning of the IIMs and grants statutory powers to these institutes.HRD Minister Praksh Javadekar described the moment as historic and expressed his confidence that in freedom these institutes will grow even further. "It is greater autonomy and in that direction we want to go," the HRD minister said while replying to a debate on the IIM Bill 2017. Justifying the government's decision to grant autonomy to these institutes, Javadekar said, that the world class institutes like MIT and Harvard are big and world class because of the freedom and autonomy. "After the bill is passed, there will be no government role in the appointment of Board of Directors in IIMs. Let the government come out of it. It will be for the betterment of our higher institutions," Human Resource Development Minister Prakash Javadekar said. He was also very happy to see that 22 members from various political parties were in the favor of the autonomous status of the IIMs.The autonomous status of the institutes will enable its students to carry the research in India and they no longer need to go to the foreign countries for the purpose of research."Now they will do research in India...To all IIMs in India, I can now say that it is yours. Let us make a definitive change," he said.

Sexual abuse of the children is one issue which has given many shocks to the nation at various points in time which has led to the questions on the safety of the children not only in their own homes but at the vicinity of their school campus as well. For the safety of the children CBSE has introduced POSCO E-box. The main purpose of the POSCO E-box is to make the reporting the sexual offenses against the child easy. Even children themselves can report the sexual offence. The main purpose of the box is not only to make the reporting of the sexual offense against children simple but also, will help in identifying the sexual offender so that proper act can be taken against them under the POSCO Act, 2012. This special E-box has been developed by the National Commission for Protection of Child Rights (NCPCR), which provides simple and easy medium for reporting any sexual assault under Protection of Children from Sexual Offences {POCSO) Act, 2012. Children in many cases are not aware that they are being assaulted sexually and in other cases they don’t report such cases because of which they may have to face such situations in repeated manner.Following are some steps which were suggested by the CBSE to the affiliated schools to popularize POSCO E-box among the school children. The Minister of State for HRD Upendra Kushwaha made it clear that the rumors floating regarding the conduct of board exams in early 2018 (February ) are just rumors and they have no essence in them. HRD Minister made the fact clear that CBSE has no plans of advancing the conduct of board exams from March to February, during the Rajya Sabha session. "As of now, no such proposal has been moved by the CBSE," Minister of State for HRD Upendra Kushwaha said in a recent PTI report. The minister made the fact clear because concerns were raised by many schools after CBSE issued a report in which it said that the idea of advancing the board exams from the month of March to February is under consideration.After receiving numerous complaints from the students regarding the fault in evaluation in their class 12 exam papers CBSE also set up a committee to for the study of such loopholes.After seeing so many errors in the process of evaluation, the CBSE at one point in time suggested to advance the exam and related activities by one month in order to have an error free evaluation.While speaking about this decision, CBSE Chairman R K Chaturvedi said that "this would also advance the date of declaration of results, which generally come around the third or fourth week of May".

13,014 J&K students gets benefited from the PM's scholarship scheme



According to the data provided by the Union government, 13,017 students from J&K have received the benefits of the PM's special scholarship scheme, which is being implemented since 2011. The main aim of the scheme is to encourage the students of J&K to pursue the higher education outside of their state.According to the reports, HRD Minister of State, Dr. Mahendra Nath Pandey told Rajya Sabha in written that government has taken several measures to ensure that all the deserving candidates receive the benefits of the scheme. "As a result of various initiatives including creation of ten supernumerary quota in Engineering Colleges, more number of students are taking admission in professional courses," the minister said The minister further explained that the scheme aims to provide 5000 fresh scholarships every year (4500 in general degree courses, 250 in engineering and 250 in Medical) and that there is also a provision of the interchangeability of the slots, which is if the number of students fall short in general degree course then higher number of students will be accommodated in the professional degree course.Till now, 160 students received the scholarship from the scheme in 2014-15, 1402 students received the scholarships in 2015-16 and 2240 students in 2016-17.

On the occasion of 'Kargil Vijay Diwas', Chief Minister of Uttar Pradesh stressed on the need of making the students more patriotic. July 26 is celebrated as the 'Kargil Vijay Divas' when India won the Kargil war against Pakistan in 1999. Governor Ram Naik was also present on the occasion and laid the floral tributes to the martyrs. Participating in the program the CM said "Along with education, students should also be provided information that is motivating and about patriotism ...this strengthens the feeling of patriotism in the new generation". On the occasion of 'Kargil Vijay Diwas' CM Adityanth also announced that the Sainik school of UP will be named after Manoj Pandey. Manjoj Pandey is a Kargil martyr and Paramvir Chakra awardee."The state government will extend every help possible to the families of those who sacrificed their lives for the country," he said.On the occasion, the families of the martyred soldier and freedom fighters who were involved in 1925 Kakori conspiracy case were also felicitated by the government.

Now it's mandatory in JNU for the MPhil and PhD students to fill forms in Hindi



Recently, JNU made it compulsory for the MPhil and PhD students to fill the form both in Hindi and English. Till last year, students have the freedom to fill the form in either language. The students now are accusing the JNU of imposing the Hindi language on them.Satarupa Chakraborty, JNU students' union (JNUSU) general secretary said, ''The students were going through their last hour of submission of M.Phil/Ph.D dissertation/thesis today. Students were severely harassed for filing an online tracking form which should contain title of the dissertation in Hindi''.She further said that those who cannot write in Hindi have to run from post to pillar so that they can find someone who could write their dissertation in Hindi. "In a central university where students come from all across the country, how they can possibly write their names or dissertation titles in Hindi? And more importantly, why should they write these mandatorily in Hindi? Will our VC be able to write his name in Hindi or our PM in Tamil or Malayalam?," she said. University's reason behind the decisionSince last year, University has been offering the bilingual certificates to the students which contain their details both in Hindi and English, said the university. "The certificates given to students after they complete their course now carries their details in Hindi and English. That is why we have asked them to fill their details in MPhil and PhD submission form in Hindi and English. This will ensure there are no spelling mistakes," said JNU Registrar Pramod Kumar He further said that if any student is having the difficulty in writing in Hind then instead of running here and there they should come straight to us.Protest of the studentsStudents of the university protested against the decision of the university by writing the titles of their dissertation in their local language.JNU Teachers' Association secretary Pradeep Shinde said "this is a foolish thing to impose at the last moment". "The titles of thesis are tongue-twisting even in English. Where does the administration get such ideas from?" Shinde asked.

Centre for Policy Research and Analysis dedicated to Abdul Kalam has been proposed by IIM Shillong. APJ Abdul Kalam died two years ago on July 27, 2015 while delivering the lecture at the institute. IIM-Shillong director Amitabha De said "the center will work towards designing developmental models for tourism, business process outsourcing, logistics, handicraft, handloom, and horticulture in the entire NE region". He also announced that the new institute campus will have an auditorium of 2000 square meter which will be named after the Abdul Kalam.On the occasion of death anniversary of Abdul Kalam, the institute organized various lectures which were attended by the students from different institutions and in the evening candles were lit in the institution in remembrance of the former President of India. Former chairman of Indian Space Research Organization (ISRO) G Madhavan Nair was also present on the occasion and he recalled Kalam's contribution to the nation. He talked about how the former DRDO chief become the nation's president and fulfilled his commitment towards the nation and its society. He recalled the days they worked together as he talked about the leadership qualities of the Kalam and his sense of ownership."It is the dream that comes to you while you are awake that is important", he said while reminiscing about Kalam's religious commitment to his work.

Delhi HC scolded CBSE regarding the re-evaluation order



Delhi HC scolded CBSE for causing much trouble to the students as CBSE failed to notify the students that re-evaluation was permissible in all subjects of class 12. The remark form court came after it was informed that Board was feeling hesitant in accepting the applications for the re-evaluation even after the high court told the CBSE on July 6 to go ahead with the re-evaluation of marks of the students who are seeking the re-evaluation. CBSE defended itself by saying that the last date for registering for the re-evaluation was July 7. CBSE also said that the re-evaluation cannot be an open ended exercise. A bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar, however, did not accept the CBSE's argument and said, "Why did you not post our order online on your website? You gave the students only one- day's time (on July 7) to apply for re-evaluation without even informing them about our decision (of July 6)". The court further said that once it passed the order on July 6 the deadline of July 7 no longer applied.In July 6 order the court has said "the relief (of re-evaluation) is not confined only to the petitioners before it and shall be admissible to all the similarly situated students who seek re-evaluation of their answer sheets".During the proceedings, the court told the lawyers of the students whose sheets were not re-evaluated by the board to submit the application and afterwards the court will pass the appropriate orders in this regard. The court said to CBSE "Have you looked at the disparity? 64 marks have become 93 (in one case). That is too much".When board said that in most cases the marks were only increased by the 1 or 2 marks, the court said that on such large scale exams even 1 or 2 marks can be of prime importance.The next hearing for the case will be held on August 29.

Now a bill to bring back the exams in class 5 and 8



Following the recommendations of 24 states, the government is now planning to bring the bill in Parliament, which will start the exams in classes 5 and 8 again. "We are bringing a bill to have examinations for classes 5 and 8 and I hope you will give your support to this bill," HRD Minister Prakash Javadekar told members in the Rajya Sabha during Question Hour. He further told that the proposed bill have the scope of giving a chance to the students who failed to clear the exams in March. Their re-test will be hold in the month of May.He also made it clear that the central law, when brought, will not be made compulsory and the final decision will rest on the shoulders of the respective state governments whether to hold or not such exams for the students of class 5 and 8.However, 24 states are already in the favor of the exams. In a reply to the question he further admitted that the dropout rate in government schools have increased in comparison to the private schools."Yes, the truth is that there is a fall in the levels of government schools and the people have started getting attracted towards private schools," he said. In his written reply to the question, he said, "the dropout rate of students is higher in government than in private schools. The dropout rate is nearly half in private schools in comparison to the government schools."He further pointed that the real problem lies in the class 9 because there are no exams till class 8.He further cited that states like Chhattisgarh, Maharashtra, Tamil Nadu and Uttar Pradesh are making the efforts to check the dropout rate and to make the education informative and interesting.

IIITs are now eligible to award degrees for M.Tech and PhD



A bill was passed in the Lok Sabha on Wednesday, which enabled the Indian Institute of Information Technology (IIITs) to grant the degrees in MTech and PhD, as issued by private/autonomous universities. It also allowed the Indian Institute of Inforamtion Technology Design and Manufacturing (IIITDM) in Kurnool (Andhra Pradesh) to award the degrees to its students. Regarding this, a bill was introduced by the HRD Minister, Prakash Javadekar in budget session of the March 2017.Once the law comes into effect, IITDM will become the fifth centrally funded IIT of the nation. According to the reports from TOI, the proposed law includes the IIITDM, Kurnool, in the IIIT Act, 2014, which confers the status of 'institute of national importance' on the IIITs. Prakash Javadekar, while replying to a debate on the bill said that the fee for the poor will not increase because of the new measure and reservation law applies to these institutes as it applies to others."There might be a slight increase for those who have the capacity to bear. But for the poor (students), there will be scholarships available," the minister said.Apart from fees, research grants and projects will cover the expense of the institutes, the minister said.

On Tuesday, Human Resource and Development Minister Prakash Javadkar said it will now be mandatory for the engineering students to undergo at least three internships during the course of their academic year. “Every student in technical institute should undergo three internships each spanning four to eight weeks before completion of his/her under-graduation course. The responsibility will be on the institute to help students find a suitable industry for the internship,” Javadekar said. Not only students will have to attend three internships but teachers of the respective discipline will also have to appear for the annual refresher course. "Every teacher in each of the technical discipline shall mandatorily undergo an annual refresher course through SWAYAM portal (Massive open online course), encapsulating all advances in their field of study," said the minister. So far, only reputed institutes are known to help students in their summer internships which leaves majority of the engineering graduates with the lack of experience, which is a great disadvantage in today's time.It was also announced in the late march by the minister that only 40% of the engineering graduates are considered employable after graduating from the college. The reason for such low employability was considered the huge gap in the industry requirements and skills of the fresh graduates. The main aim of the ministry is to raise the placement level of the engineering graduates to at least 60 percent.

An important decision has been taken by the Jharkhand government under the leadership of the Raghubar Das under which the government will introduce KG classes in 25000 primary schools of the state.The suggestion was forwarded by the state education department to the Cabinet, which gave it a green flag. The program will run under the name 'Shishu Sadan' and children falling in the age group of five to six will be educated on the lines of KG education format and will be taught in their local language. The education to the rural children will be imparted in their local language and government will also try to incorporate some extra-curricular activities like singing, dancing and other innovative ways to impart education to the children. The extra-curricular activities will increase the participation of the students in the program. The aim is bring in approximately 4 lakh students in Santhali, Ho, Nagpuri and other local languages of the states.School education secretary Aradhana Patnaik said "through this program more and more rural children could be enrolled in government schools in the state. The move is also expected to reduce the drop-out rate of school students in the state. The model for the program has been prepared in such a way that students feel more interested in studying and would not feel disinterested in leaving home and coming to school every day".

In order to support the startups and innovative ideas in the field of energy sector, IIM-L has entered into collaboration with the Hindustan Petroleum Corporation Limited (HPCL). The program will support the students of IIM-L and its Noida campus, alumni of IIM and any graduate who can come up with a brilliant idea for startup. According to the reports, the official MOU between IIM-L and HPCL was signed on July 22. Presentations were made by the aspirants before the committee, which comprised of: executive director, HPCL, Rakesh Misri, GM, HPCL, Sanjay Kumar, senior manager, HPCL, Shantanu Mohinta, managing director of Lucknow- incubator Prof M Akbar, investors Dhianu and Arun Agarwal, and Vice- President, Lucknow-incubator, IIM-L, S Rounaque Mustafa. Initially 150 applications were received by the IIM-L out which only 12 were shortlisted after two rounds of screening. The 12 applicants have been invited for the pitching session. Various areas related to energy such as artificial intelligence, data analytics, Internet of Things (IoT) and solar energy were covered by the applicants in their proposals.IIM-L's Lucknow incubator will provide the selected startups with the seed investment.Lucknow incubator's MD Prof M Akbar thanked and congratulated the HPCL for coming forth and bringing the startup program to the Lucknow incubator. "The agreement will unlock the unlimited and undeniable potential of the start-up ecosystem in India and translate into major impact for the economy as a whole," he said. Soon, IIM-L will also setup incubation and research center which will help the institute in promoting innovative projects and research going on, on the campus. The Small Industries Development Bank of India (Sidbi) has agreed to provide the funds (Rs 3.5 crore) for the incubation center.

75 Sanskrit learning centers to be opened by Delhi Government



In an attempt to promote the ancient language of India 'Sanskrit' among the people of Delhi, the AAP government has decided to open 75 learning centers across the national capital. In these centers, a three month certificate course will be offered to the interested participants.The government is actively working on the plan and has already constituted a committee which is in charge of designing the syllabus. The course will be offered thrice a week and each class will be of two hour duration.Sisodia, the Education Minister said that the aim of the government with this move is to educate the people in the ancient language, the primary sage of which in present time is only limited to the worship. He further said that Sanskrit is taught in schools but the main focus is on the mere grammatical and technical aspects of the language. “The course will focus more on the practical knowledge of the language which is connected with day to day life. Almost all households worship and conduct rituals, but blindly follow what the priest conducts without understanding their relevance as all language evolved scientifically,” Sisodia told a press conference. Earlier, government has announced the opening of the clubs which will help in promoting Hindi and other regional languages.

In an attempt to seek the exemption of the students of Tamil Nadu from NEET 2017 exam, Tamil Nadu Chief Minister K Palaniswami meets PM Modi. “The chief minister insisted that exemption from NEET for Tamil Nadu should be given considering the welfare of the students of the state,” said an official release quoting what transpired at the two leaders meeting. The state of Tamil Nadu was against the NEET exam from the beginning. State minister met with the Union ministers for health and HRD, J P Nadda and Prakash Javadekar, respectively and requested them to give the state of Tamil Nadu exemption from the NEET exam. After this they submitted a memorandum in which they are seeking the approval of the president for the bills passed by the state for exempting it from the NEET exam. The bill if passed will pave the way for the medical entrance for the class 12 pass outs on the basis on class 12 marks and the candidates of the Tamil Nadu will no longer have to appear for the NEET exam. The issue was also took up to the Home Minister Rajnath Singh and Finance Minister Arun Jaitley in Delhi by a group of ministers, which was accompanied by the senior party leader and Lok Sabha Deputy Speaker M Thambidurai.Working President of DMK, MK Stalin had also accused the center and the state for betraying the interests' of the students. Tamil Nadu is seeking the exemption because it thinks that the students from the state board especially from the rural area will find it difficult to compete with their peers from the CBSE board.

Replying to a question during the Question Hour in Lok Sabha, HRD Minister Prakash Javadekar said that the guidelines and proposals for setting 20 world class research universities in India are ready and will soon get the go-ahead from the government. Once established these universities will pave the path for research and innovation in the nation. "The guidelines are ready. The proposal is in final shape and I am very hopeful and very sure that this proposal will get the final nod in this (monsoon session)," said Javadekar. The question regarding the government's plan to set up 20 world class universities in India was raised by Trinamool Congress leader Sugata Bose. The plan to open 20 world class research universities in India was announced by the government last year. "We need to grow. Today we have the concept of learning in diversity. Students from many countries come together, learn and do research together," Javadekar said. "Foreign professors as well as Indian professors will make these world class institutes really world class. We will be calling them the 'Indian institutes of eminence'," the HRD minister added.He further added that in 10 year these 20 institutes are supposed to get the world class status."They will be acclaimed and ranked among the top 200 universities in the world," he said.

HRD minister, Prakash Javadekar assured Lok Sabha that the government has no plan to remove the text on Rabindra Nath Tagore from school books. In reply to TMC Derek O'Brian question Javadekar said that government has utmost respect for all those who contributed to the country's freedom and literature. “We hail everybody and nothing will be removed,” he said.Javadekar further said that the government has asked the teachers to go through the NCERT books and give suggestion to remove any factual error and so far the government has received around 7000 suggestions.“We will not do anything which will create some problem,” he added.O'Brian said, during the zero hour, that the suggestions to remove the Tagore work and references have come from RSS-affiliated Shiksha Sanskriti Utthan Nyas to which Javadekar replied that "Rabindranath Tagore does not need a certificate from anybody" and asked the O'Brian to disassociate from the Nyas.During the zero hour, Dr Raj also raised the issue of thousands of teachers staging the protest against the government for government has no sympathy for the education sector.He said that bodies like UGC and AICTE are under the clouds and it is feared that they being replaced slowly “bureaucratise, centralized and commercialized education".Javadekar said that his ministry isactively involved with the teachers and we are not dismantling anything instead, we are giving more autonomy to these educational bodies.

UGC has requested to all it affiliated universities to introduce the mechanism like photographs and aadhaar number on the degrees and certificates issued to candidates. "The UGC has also requested all the universities to inscribe the name of the institution in which a student is enrolled for a program to study as well as the mode of delivery (regular, part-time or distance)," Union Minister of State for HRD Mahendra Nath Pandey said while replying to a question. With regards to the same the UGC has also issued a letter to all the universities on March 21, 2017.Online education regulation by UGCVery soon it will be mandatory for the students, who are planning to pursue online education to have aadhaar cards and only those universities which are functioning for more than five years will be eligible to offer the online course to the students.According to the reports, continuous assessment of the online courses will also be carried out by the third party. The UGC has invited comments and feedbacks from the institutions, latest by August 18. Furthermore, only those courses which are being taught in the university under the regular mode will be allowed to have their online counterparts.

After bringing free phones to the nation, Reliance Jio, now, has expressed his desire to provide the colleges of the nation with free Wi-Fi. According to the sources, the company has already submitted a proposal regarding the same in the HRD ministry. It is also being said that HRD ministry is reviewing the proposal and any final decision is yet to be taken. The proposal was received by the HRD ministry last month in which Reliance Jio has expressed his desire to provide some 38,000 odd colleges with the facility of free Wi-Fi. “Through this free access to Wi-Fi, all students will be able to get internet connection and use educational resources such as online courses available on SWAYAM platform through the National Knowledge Network. The company plans to create hotspots for this,” a source said. For the first time ministry has received a proposal of this kind and wants to make sure that other service providers in the same industry have the fair chance. “Though they (Reliance) are not charging us any money for this project, we canʼt approve it without giving a fair chance to others. A tender will be floated so that it is a fair and transparent process,” added the source. Last month, Reliance Jio also presented a presentation before the ministry regarding the same project.When contacted the representatives of the Reliance Jio refused to make any comment regarding the plans and developments of the project.

Women and Child Development Ministry has prepared a draft proposal in which it has asked to make the subject of 'Home Science' a compulsory subject for the boys at schools. If Union Cabinet approves the draft, then the same will be implemented in the schools.According to the spokesperson of the ministry, the draft for the National Policy for the Women 2017 has been sent to the cabinet.About the draft The main purpose of the draft is to redefine the roles of gender at the young age, provide new employment opportunities to the women and providing the tax-reliefIt proposes to redesign the school curriculum in order to promote the gender sensitivity and to make subjects like home science and physical education compulsory for both boys and girls.Another aim of the draft is to encourage the working women and to bring the pay parity between the working males and females. It also suggest to offer tax exemption to the women only organizations and to establish day care centers in the corporate and commercial zone.Ideas of offering tax relief to widows and divorced women have also been suggested in the draft. It has also been recommended in the draft to promote the women drivers for school buses as not only this will generate employment opportunities for them but will also, reduce the number of cases of sexual crimes against the school children.The policy is being revised after a gap of 15 years.

It has been two months since the Government High School Gothra Tappa Dahina in Rewariʼs Gothra village started offering plus two education after the female students went on hunger strike few months back.The school is once again in limelight because girls are staging protest again to draw the attention of the authorities towards the shortage of the teachers in the school. Sarpanch of the village, Suresh Chauhan confirmed "Yesterday (Sunday) evening, some parents came to me and said that they were worried about the education of their daughters since there are not enough teachers at the school. I had met the Deputy Commissioner only 10 days ago, and he had assured me that the problem would be resolved in a couple of weeks. I communicated the same to them, but they decided to take matters into their own hands and started planning a demonstration for this morning". Originally, the school has sanctioned the posts for 21 teachers, but after introducing the plus two grade in the school the number of teachers in the school has decreased instead of increasing. "At that time, students and parents had been assured that more teachers would be added, and a principal would also be allotted. Instead, ever since the school became a Plus Two institution in May, four more teachers have left," said Chauhan. The demonstration by the parents and students began at 7:00 am but was called off when Deputy Commissioner assured that issue is bring considered and would be resolved by the government, latest by July 27.“If the issue is not solved by then, and more teachers have not been allotted, the students have made it clear they will resume the strike,” said Chauhan.

The members of the political parties TMC and AIADMK in Rajya Sabha expressed their concern over the NEET 2017 exam and said that the candidates who appeared from states of West Bengal and Tamil Nadu were given different question papers.This year the common medical entrance exam was held in 10 different languages which included vernacular languages as well. The issue was raised by the Derek O'Brien who said that till 2013 the question paper in English was used to be translated into vernacular languages. But this year, candidates who attempted the paper in Bengali and Tamil language were given entirely different sets of paper. He further said "40,000 of the 56,000 students who wrote the exam in Bengali or Tamil had disastrous results and the HRD Ministry has a lot to explain on the issue"."NEET exam is not an issue of one state but it is a federal issue," he said.Members of TMC and AIADMK wanted the government to respond but they were sitting quietly and seeing this members' of both the parties started raising the anti NEET slogan in the house. Deputy chairman PJ Kurien said "he had allowed Drek OʼBrien to speak because he had given a notice under rule 267 that seeks suspension of listed business to take up discussion on the issue, and allowed the AIADMK members to mention and the issue has been understood. Now go back to your seats".Yesterday Prakash Javadekar announced that from 2018 the NEET exam in vernacular languages will be a mere translation of the exam in English language.

Changes in the eligibility criteria for UGC NET From this year, candidates in the reserved category will be considered qualified at 6 percent. Earlier, they were considered the same at 15 percentChanges in the rules, which give preference to the candidates of reserved category are also expected. About the exam CBSE conducts the NET exam on behalf of the UGC in order to set the minimum eligibility standards for the candidates for the post of Assistant professor or Junior Research Fellowship. The exam is conducted by the CBSE in 84 different subjects at the 90 selected examination centers spread across the country.

A new hostel is coming soon on the grounds of JNU (Jawaharlal Nehru University) campus, which will have its 75 percent of the seats reserved for the students from North-Eastern states.The foundation stone of the new hostel was laid by Union Minister Jitendra Singh who said that the new hostel will be operational in about 20 months.The name of the new hostel is Barak, which is the name of the river in north-east.The estimated cost of constructing the new hostel is INR 29 crore and 75 percent of the rooms of the hostel will be reserved for the students from north-east, said Singh, the Union Minister of state for the development of north-eastern region (DoNER).The hostel will have five floors with the capacity of accommodating 400 students (both boys and girls). On the occasion Singh said, "there is much to learn from the people of the north-east, adding that scholars from the region were enriching the top educational institutions of Delhi with their contributions". He also praised the women of the north-eastern states and said that issue of women empowerment is often talked about in other states but in north-eastern states it is no more the issue as the women of the states are already empowered.On the occasion JNU Vice-Chancellor M Jagadesh Kumar, the secretary, DoNER, the secretary of North East council and five MPs of the region were also present.

More than 6000 engineering seats vacant



More than 6000 engineering seats are still vacant in various engineering colleges even after the 6th round of counseling. These engineering colleges include IITs, NITs, IIITs and other colleges which centrally funded by the government.Currently, 7th round of admission is going on. Across various IITs there are total of 26 seats vacant in most popular courses such as Computer Science and Technology. Most of these seats are vacant in the newer IITs such as Indore, Patna, Goa, Jammu, Dharwad and Jodhpur. Similar is the case with the electrical engineering in which there are 26 seats are still vacant. This year, even the prestigious institutes like IIT-B and IIT-D have vacant seats. IIT-B has one vacant seat in the civil engineering and IIT-D has two vacant seats in the same discipline. Overall, IIT-D has 10 vacant seats. "There could be several reasons.... Some candidates prefer institute over stream and many others want to pursue stream of their choice. What is surprising is that most of these are in the open category, which means there are candidates, but they don't want to join these courses," said an admissions dean.At the beginning of 7th round of counseling, IIT-M has 20 seats vacant across various disciplines.

Union HRD minister Prakash Javadekar made a big announcement on Saturday which will affect the fortunes of the candidates who will appear for the NEET exam to be held in 2018.Putting an end to the fears of the al the candidates regarding the National Eligibility Cum Entrance Test, Javadekar said that from next year NEET exam in the regional languages will merely be a translation of the original question paper in English.This year, CBSE provided candidates with different question in the NEET 2017 exam which were set in regional languages. Candidates who appeared for the NEET exam in regional languages said that the exam in the regional language was more difficult than its counterpart in Hindi and English.When HRD ministry asked the CBSE about the different sets of question paper it said that it was because of the security reasons and for translation large number of languages would have involved. The HRD ministry appears to have shot down CBSE's argument. "From next year, there will be mere translation of papers so that such problems do not arise," Javadekar said. He was speaking at a symposium here. He also made it clear that any decision about the common engineering entrance exam on the lines of NEET exam has not been taken yet."We are waiting to see the final result of NEET. The One Nation One Test in Engineering is at a discussion stage now," he said.

Brihanmumbai Municipal Corporation (BMC) is planning to open 396 new balwadis in the city even after the fact that its existing balwadis are short on trained teachers.According to the senior official of the BMC the new balwadis are expected to start from the next academic session. “The civic body runs schools in all wards, but compared with the number of schools in the city, pre-primary schools are very few. This prompts parents to enroll their children in private pre-primary schools and kindergartens. Hence, we have decided to start pre-primary sections covering almost all wards in the city,” the official said. However, teachers and activists have their concerns as they told not only the existing balwadis are short-staffed but poor remuneration has often forced them to go on strike. In total there are 1124 BMC schools in the city out of which 504 schools have primary sections. These 504 balwadis comprises of 184 Marathi medium, 112 Hindi, 111 Urdu, 71 English, six semi-English, eight Gujarati, 10 Tamil, one Kannada and one Telugu medium balwadis. Balwadis under the leadership of BMC have been functioning since 1984 under the civic body's project called 'Samaj Kalyan Prakalp'.A teacher working in the Marathi-medium balwadi said "Despite working with the balwadi for over 28 years now, they pay us only Rs 3000 per month. Not just that, but the salary is sometimes disbursed after a gap of three to four months through cheques. We work for five to six hours at a stretch”.

'Books for purpose' is a campaign to help students from rural areas

'Books for purpose' is a campaign to help students from rural areas



A unique campaign has been started by the Sarjan Charity Foundation, in association with the 'With Love For You Charitable Foundationʼ named 'Books for purpose'. The campaign is for the students of class IX and X who belong to rural areas and weaker section of the society. The campaign is being implemented in two phases- in phase one 25000 books have been distributed among 2500 children who belong to the weaker section of the society. Around 20 schools from 15 different villages have received the books. The villages are located in and around Saswad, Junnar, Boregaon, Satara, Beed and Pune. The distributed books are on various subjects such as Maths, Science, Geography, Marathi, and History. Neha Pawar, trustee, With love for you Charitable Foundation said "we are committed to making this project an annual affair". Surana added that the background work for this project was started by two organization back in 2016 and more than 100 volunteers are helping in executing the project.Pawar said that the percentage of children dropping out from the schools in rural areas is still quite high and this projects aims to bring this number down.“Our aim is that nobody should drop out or stay away from school and education, due to want of books. Therefore, we will make this an annual project and increase its scope in future,” said Surana.

Aadhaar card may become mandatory for pursuing the online courses



Government is planning to make the Aadhaar card compulsory for the students who plan on pursuing the online courses in near future. Also, only the universities, which are older than 5 years will be allowed to offer online courses, according to the draft of UGC (online education) Regulation 2017. According to the reports from TOI, the draft states that continuous assessment will be conducted in online courses. UGC has also invited comments and feedbacks on the draft, latest by August 18. Universities will only be able to offer those courses in online mode which are being taught in the classrooms in the university and if the number of learners crosses the mark of 500 then there has to be one teaching assistant, which needs to be different from full-time director, assistant registrar and other academic staff. Also, the universities, which are planning to offer the online courses will have to pass through the two stages of approval and it is mandated for them to go undergo third party audit every two years. It is also required that the university is recognized by the National Assessment and Accreditation Council (NAAC) with a minimum score of 3.25 on the scale of 4.

For some odd reasons, Gauhati University entrance exam was postponed indefinitely as a result of which a students' body demanded that university refund the exam fee and other expenses which candidates had to bear for the exam.The decision to postpone the exam was taken the institute's admission committee in a meeting.The exams for the various postgraduate courses were to be in the Gauhati University from July 20 but were put on hold by the Gauhati High Court on the petition filed by some of the graduate students. However, the court allowed the university to admit students on the basis of merit.The admissions for the PG courses were to be held by the university on July 28 and 29 and commencement of the new session was from August 1. “Some 50% of more than 20,000 students from across Assam had applied for the PG courses. The university has had a history of botching up admission tests and should have taken adequate measures when the court gave a ruling on a complaint by only four students,” Kashyap Choudhury, president of the Assam state committee of Studentsʼ Federation of India (SFI), said. The SFI asked the university to refund the fees and compensate them for the disappointment because they could not study in the University of their Choice.When asked the officials of the GU they declined to comment because of the involvement of the court but said that the counseling for the BTech courses is going on. The courses in the B.Tech stream offered by the university are biotechnology, computer science and engineering, electronics and communication and engineering and information technology.

School teachers in one of the Telangana government schools, which is located in Shankarampet Mandal of Medak, come to the school wearing the headgear in order to protect themselves from the crumbling school building. The teachers in the school alleged that even after sending repeated reminders to the authorities regarding the condition of the school, they failed to take any step let alone carry out the repairs. "We are taking classes wearing the headgear to protect ourselves in case of any emergency due to the dilapidated structure," one of teachers said. Bharti Hollikeri, district collector of the Medak district said that the district education officer and other officials are working on a plan to shift the school to the new building. "The matter was brought to my notice yesterday. Yes, it is an old building. Engineers have been asked to inspect whether it requires demolition or repairs and based on their report, we will get the students shifted," the collector told PTI over the phone. She said that they have already written to the Directorate of School Education and proposals have been sent regarding renovating the new building and adding new classrooms to the existing building.

All the efforts of IIT-Delhi paid off when more female candidates took admission in the IIT Delhi for their graduation. But the initial experience of these girls' candidates went bad when some of them were told hostel has no room for them. Because of the space crunch in the hostel, some of the students were told to stay in the adjacent building which is meant for the associate professors of the institute. According to a senior official of IIT-D, the institute this year witnessed a 30% increase in the female candidates for undergraduate and masters course which led to the space crunch in the hostel. According to sources, few angry parents even complained to the HRD minister that many students were asked to sleep on the mattresses as no cots were available in the hostel. Officials said that the order for the cots has been placed and 30-40 of them will be available by Saturday. “We have accommodated all undergraduate students in the hostel. Around 100 masters students have been allotted rooms in the adjacent building. It is a temporary arrangement,” said a senior IIT official.Officials further said that some of the students in 2016 were also asked to stay in the temporary accommodation but they were allotted the hostel room soon and this year the number of students is very high. “Most of them have been given mattresses till cots are made available,” the official said.“We had not anticipated such an increase but we have provided cots and almirahs to some students. We will provide them soon to the students who got only mattresses as of now. They will dine with students in the dining area in the hostel,” said the official.
