CAG Report: Arunachal Pradesh failed to implement RTE properly

In its recent report CAG said that even after six years of implementation of Right to Education (RTE), Arunachal Pradesh failed to achieve the target of free and compulsory education for every children. The Comptroller and Auditor General's (CAG) report was presented in the state assembly which showed several lapses in the implementation of the policy. The report pointed that the state did not carry out the survey for identifying the children eligible for the elementary education. Also, at the end of March the number of children which were out of school were 57,032 out of which 26,009 children were not enrolled and 31,023 dropped out.The RTE act came into being in 2010 in the state.The findings further revealed that although state constructed 232 primary school buildings and 130 upper primary schools, these buildings are yet to be handed over to the school authorities. All these buildings were constructed by the state between 2014 and 2016. "Despite excess procurement of text books by the director of elementary education during 2010- 11 to 2012-13, there was a shortfall in receipt of text books in test checked schools in the sampled districts," the report alleged The report also alleged that text books worth 10.88 lakh were not delivered to SSA project director by the suppliers.The shortfall in the uniform was to the extent of 30 lakh."2,760 number of boys uniform amounting to Rs. 11.04 lakh and 13,700 number of girls' uniform amounting to Rs. 54.80 lakh were not delivered by the suppliers," the report pointed out.Under RTE Act 2009, children between the age of 6-14 years are given free and compulsory elementary education.
